Description
Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire, through a best-value full and open competition, services to support programs assigned to the Space and Naval Warfare Systems Center San Diego, C4I Programs Office Philadelphia. These programs include the Cruise Missile Command and Control Systems and related components, Naval Mission Planning Systems, Joint Mission Planning Systems, Imagery Support, and National Imagery and Mapping Agency, as well as other related command and control and intelligence systems. Specific services shall include: evaluation, inspection, acquisition support, integration, installation, testing, Configuration Management (CM), technical problem solving, development of technical documentation, maintenance planning, repair action, on-site and classroom training, system administrative services, other maintenance modification of equipment and technical publications, customer support and inventory control, and analysis and production of engineering and logistic planning information. Anticipated labor categories under this requirement are as follows: Project Manager, Technical Program Manager, Program Administrator, Electronic Engineer, Mechanical Engineer, Sr. IT Specialist, Jr. IT Specialist, Logistics Specialist, Instructor/Training Specialist, Technical Writer, Staff Technical Field Support Specialist (Shiprider), Sr. System Service Engineer, System Service Engineer, Associate System Service Engineer, Supply Technician, Drafter III, Drafter IV, Material Coordinator (Warehouse Leader), Shipping/Receiving Clerk, Order Filler (Order Clerk), Word Processor I (Asst., Office Automation), Word Processor II, Word Processor III, Purchase & Order Administrative Clerk, and Assistant, Security Ops & Classified Mat'l Mgmt. The prospective contract type is cost plus fixed fee IDIQ. The prospective contract is anticipated to be for a one-year base period will contain provisions for four one-year options. The total estimated level of effort, if all options are exercised, is 1,447,740 hours (of those hours, roughly 6.5% are anticipated to be overtime). The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider offerors' technical proposals more important than their cost/price proposals. The Government intends to award a single delivery/task order contract. The anticipated award date for this contract is 15 August 2002. All responsible sources may submit a proposal which will be considered by the Government. The applicable NAICS code is 541330 and the size standard is $20.0 million.
