PROJECT TITLE AND LOCATION: FY02 Replacement Army Family Housing WNR PP WEST/P1 (72 Units) Fort Huachuca, AZ. THIS PROPOSED CONTRACT IS UNRESTRICTED. JOB DESCRIPTION: Whole neighborhood revitalization for junior noncommissioned officers by replacement of 72 Capehart family quarters originally constructed in 1958 to current standards. Construction consists of various configured single and/or multi-unit, one and two story buildings. Dwellings will be factory built/manufactured houses and/or conventionally on-site constructed houses. The design includes frame construction with stucco exterior finish. Each unit will be provided with one covered garage and one uncovered off-street parking spaces. Project will provide individual heating and air-conditioning units, hard-wired interconnected smoke detectors, passive solar energy conservation features if cost effective, exterior storage, and all equipment and appliances for functional living units. Supporting facilities include all required utility services with individual meters, storm drainage, information (telephone and cable TV) systems roads, driveways, sidewalks, street lighting, landscaping, and recreational facilities. Asbestos and lead base paint abatement is required in the demolition process. At least five percent (5%) of homes will be constructed such that they are accessible and easily modifiable to accommodate the requirements of the handicapped. Project will include demolishment of 80 units. This is a design/build project; the offeror chosen will complete the design ad construct the facility. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best advantage to the Government. Estimated cost of the project is between $10,000,000.00 and $25,000,000.00. NAICS Code: This procurement will be conducted under NAICS Code: 233210. The size standard is $27,500,000.00. Large businesses competing for this project must comply with the FAR 51.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 61.4% for Small businesses, 9.1% for Small disadvantaged businesses, and 5.0% for Small business/women owned. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted.
