- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisition Branch (M/CON/SA) intends to solicit, negotiate and award a sole source Purchase Order (Contract) to Radyne, 3138 E. Elwood St., Phoenix, AZ 85034. The NAICS Code is 334220. The following item will be procured: Item 1. DMD20, Universal Satellite Modem, Quantity: 10 ea. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (b) (4), 41 U.S.C. 253 (c) (1), Only one source and no other supplies or services would satisfy the Agency requirement. Radyne is the manufacturer and sole distributor of the modems used within BBG/IBB network. The TRES Modems were manufactured by Hughes Network Systems and has been discontinued. The Radyne modems has been tested in the MERN Network (Middle East Radio Network) and has been found to be a replacement for the Hughes TRES Modems and they can be used in its place. This Notice of intent is not a request for competitive price quotations or proposals. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such statements of interest by 3PM EST, Tuesday, June 26, 2007 and shall reference RFQ No. CON-07-0027 to be considered. Oral submission of interest and capabilities will not be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
