Description
This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-07-4389-05 is issued as a request for quotations and incorporated provisions and clauses that are in effect through FAC2005-15, Far 52.219-6, notice of Total small business set-aside is applicable to this acquisition. The NAICS code is 238320, SIC code 1721 . The small business size standard is 500 employees. Item DESCRIPTION: Painting inside of Crop Protection & Management Research Unit Building # 1. Contractor will furnish all paint, primer, labor and all equipment to complete the job. Contractor will be responsible for any damage to the premises by his company or workers and all debris and litter will be cleaned up and removed from the location prior to job completion. All walls will have to be scraped where paint is pealing and cleaned with vinegar to prevent dust and allow paint to bond to surface. All walls will be spot primed on pealed surfaces with Stretch Coat Acrylic Masonry Primer 63 series of Martin Senour Paint or Sherwin Williams DTM bonding primer. All glossy walls will be sanded so paint will adhere. Previous paint in hallways and laboratories are thought to be oil epoxy paint. All walls and trim will be brushed and rolled. NO SPRAY GUNS. All walls in hallway and laboratories will require 2 coats of an acrylic water based epoxy paint equal to a super tough coat of Martin Senour Paint or Sherwin Williams Industrial and Marine 4.11A Water Based Catalyzed Epoxy Paint. Color will be matched to existing paint color. Apply products in accordance with manufacturer?s instructions. Do not apply finishes to surfaces that are not dry. All metal door casing and metal doors will be sanded and apply 2 coats of Tough Coat Interior/Exterior Heavy Duty Industrial Maintenance Alkyd gloss Enamel of Martin Senour Paint or Sherwin Williams Industrial & Marine 2.15A Industrial Enamel. Match existing paint color. All walls in offices will require 2 coast os Latex Egg Shell finish of Martin Senour brightlife paint or Sherwin Williams super paint. Contractor will move all moveable furniture so walls can be painted behind them.. 134 Metal door casings, and 9 metal doors. 13,800 Sq Ft of wall to be painted in offices. Room numbers are: 100,101,102,103,104,105,106,107, 108,109,111,113, 115,117,123,125,126, 127, 129, 130,131 , 133,144,146,150,152, 154,156,158,160,162. 19,280 Sq Ft of walls to be painted in Hallways and laboratories. Room numbers are: 110,112,112A,112B, 114, 116, 119, 121,122,124,128,132,133,134,135,136,137, 139, 143, 145,147, 149,151, 151B, 153 and all hallways. All Bidders are advised to visit job site and do a walk through before submitting bids. All Bidders must be in CCR and ORCA. Have Workman?s Compensation and $500,000/$1,000,000/$500,000 Liability Insurance. Clean up: Protect all equipment adjacent to areas being painted with drop cloths. Collect waste material which may constitue a fire hazard, place in closed metal containers and remove from site daily. GA070047 wage determination will apply. Payment under this contract will be made by electronic funds transfer. Successful offeror MUST accept government purchase card or be set up with USDA vendor express program at the time invoice is submitted. Vendor MUST be in CCR and ORCA before purchase order is issued. Delivery is FOB Destination to USDA, ARS, Tifton, GA. The government anticipates award or a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The provision at 52.212-2, Evaluation - Commercial items, applies to this acquisition. The contracting officer will make award based on price and price-related factors. . FAR 52.212-4, Contract Terms and Conditions - Commercial items, applies to this acquisition.
