Description

REQUIREMENTS: This requisition is to provide continuing, uninterrupted Iridium RUDICS service for 84 currently active Iridium modems and to activate approximately 14 new modems over the next 12 months. The present Iridium services, provided through STRATOS, is an extension of existing Iridium services previously established by the Pacific Marine Environmental Lab (PMEL) in support of the Deep Ocean Assessment and Reporting of Tsunamis (DART) buoy project. RATIONALE FOR SOLE SOURCE: Unless another Iridium VAR can provide seamless transition of active accounts from STRATOS with having to physically replace the existing STRATOS Iridium SIM cards, the costs to visit each active DART buoy immediately would be prohibitive. If the transfer is to be performed over the scheduled 2-3 year service period, the costs and procedural changes necessary to maintain two separate VARs during the transfer of all active accounts would be unduly cumbersome and burdensome on the government.
