- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the March 2007 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-16. This acquisition is NOT small business set-aside and the NAICS code is 813910. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The purpose of this procurement is to obtain access to the authoritative, consumer-oriented drug information needed to complement other information available on MedlinePlus, the National Library of Medicine (NLM)'s consumer health web site. It is the intent of the National Library of Medicine (NLM) to procure a license for online access to the English and Spanish versions of the database "Medteach" for MedlinePlus, on a sole source basis from American Society of Health Systems Pharmacists (ASHP) per Statutory Authority: FAR 6.302-1. MedlinePlus requires a consumer level drug information database, in English and Spanish, to assist the public in locating information on prescription and over-the-counter medications. The American Society of Health-System Pharmacists Inc. (ASHP) is the producer and sole source authorized to license the MedTeach consumer drug information database. The information NLM wants to purchase must be available in both English and Spanish, and the English and Spanish content must be equivalent. The content must be structured in such a way that NLM can map from information in one language to the other. Information must be written at a reading level that consumers can understand. The information must be reviewed and updated monthly, with provisions to quickly update or revise any data with important health implications. NLM requires that the information be delivered electronically in well-formed XML with accompanying DTD or schema. The award will be for a Base Year with options for four (4) successive one-year periods. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
