- The Department of Health and Human Services (DHHS), Assistant Secretary for Planning and Evaluation (ASPE), intends to negotiate with the Center for Health and Long-Term Care at LifePlans, Inc. (LifePlans), on a sole sources basis, to provide data collection for a full scale design demonstration to test the health and long-term care cost-effectiveness of a targeted falls prevention program. The basis for restricting competition is the authority of 41 U.S.C. 253(c)(1) as implemented by the FAR Part 6.302-1 because only one source is available to provide the service in a manner that will satisfy agency requirements. The anticipated contract period will be for three years. ASPE requires the services of a contractor to take a previously developed multifactorial assessment and follow-up falls prevention intervention to scale, through an already approved demonstration design, to measure the effect of the intervention on reducing falls and on acute and long-term care costs. LifePlans is uniquely qualified to perform this requirement for several reasons. First, LifePlans already has strong cooperation and trust of several private long-term insurance companies which is necessary for this study to be successful. Second, LifePlans is affiliated with the Family Caring Network, used by most private insurance companies, which is required by the approved demonstration design. Finally, LifePlans has considerable background in research on private long-term care insurance necessary to ensure a timely completion of the study. The Government requires that the field work and data collection undertaken through the contract adhere to methodological rigor laid out in the design plan and OMB supporting statement. The contractor must possess the following knowledge, skills, and capabilities: (1) academic training and experience in the conduct of evaluation, specifically impact evaluation based on the use of random assignment; (2) experience and ability to implement large scale field experiments and with establishment of random assignment and monitoring random assignment in the field to ensure sample integrity; (3) corporate and staff experience to conduct appropriate telephone health risk assessments and in-person risk assessments using validated risk assessment instruments; (4) knowledge and experience with computerized data collection technologies; (5) knowledge and experience fielding health and long-term care needs assessments in multiple sites and attaining high response rates; (6) knowledge and experience collecting longitudinal data that follows private long-term care policy holders over extended periods of time; (7) knowledge of research in long-term care financing and service delivery, particularly private long-term care insurance financing and service delivery; (8) ability and experience collecting health, functioning, and related claims information about the private long-term care insurance population; (9) strong, established relationships with private long-term care companies and experience working directly with private long-term care insurance companies? proprietary policy holder data; and (10) an affiliation with the Family Caring Network such that the vendor shall use registered nurses of the Family Caring Network required by the demonstration design.
