Description
Provide Architect-Engineering Services to the Federal Aviation Administration (FAA) , Alaskan Region, Anchorage, Alaska, for architectural, civil, electrical, geotechnical, mechanical, sanitary, and structural engineering for the design of general construction projects such as air traffic control facilities, flight service stations, garages, offices, warehouse and similar facilities along with associated utilities. Services may also include construction inspection and consulting service, drafting and surveying. Award is planned on or about July 20, 2007, and will be for a base year and four option years. Performance will be accomplished on a task order basis. The estimated range for services is $20,000 to $350,000 per year. Work shall be certified by experienced persons having a State of Alaska registration in the applicable field. All drawings shall be done by a computer aided drafting system (AUTOCAD) to FAA drafting standards. This procurement is unrestricted. The FAA welcomes the participation of women and minority firms. Interested firms are invited to submit a letter of interest and completed Standard Form 330, Architect-Engineer Qualifications to the Federal Aviation Administration, Attn: Barbara Heatherington AAL-52, 222 W 7th Ave #14, Anchorage, AK 99513. Response to this announcement must be received no later than July 10, 2007, 3:00 pm Alaska Time in order o be considered for selection. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS: 54131. The following selection criteria are listed in descending order of importance: 1. Past performance: (firms on short list only) Past performance on government contracts with respect to cost control, quality of work, compliance with schedules and overall customer satisfaction. 2. Professional personnel in the following disciplines: a. Disciplines employing in-house personnel: Two architects each with 10 years of post-graduate experience with at least one architect having been registered in Alaska for six years; b. Disciplines that may be subcontracted (each weighted equally); 1. Two professional mechanical engineers each with 10 years of post-graduate experience with at least one mechanical engineer having been registered in Alaska for five years; 2. Two professional electrical engineers each with 10 years of post-graduate experience with at least one electrical engineer having been registered in Alaska for five years; 3. One professional civil (structural) engineer with 10 years of post-graduate experience that has been registered in Alaska for five years; 4. One professional civil (geotechnical) engineer with 10 years of post-graduate experience that has been registered in Alaska for five years; 5. One registered land surveyor that is registered in Alaska; 6. Estimating, Drafting, Specification Writing, Environments and Lab services. Responding firms must address each discipline, clearly indicating which shall be subcontracted and provide a separate SF 330 for each subcontractor. 3. Specialized experience and technical competence in: a. Design of commercial and residential projects in arctic and sub-arctic environments; b. Design of projects in remote Alaska locations outside the road system. 4. Location: a. A location of the firm with respect to the FAA offices at 222 West 7th Avenue, Anchorage, Alaska. The following notice is for information purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantages Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short term working capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing.
