Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, FA4625-07-Q-0003, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (b)(1-2). The NAICS code is 238210 and the small business size standard is $13 Millioin. The following commercial items are requested in this solicitation; 0001 ? Removal and re-installation of existing audio/visual equipment, instalation of new purchase and installation of contractor provided A/V equipment as government furnished audio/visual equipment, and purchase and installation of contractor provided A/V equipment as required, as outlined in the attached Statement of Work for the new Professional Development Center at Whiteman AFB, MO. This work supports the relocation of the base Education Center, Airman Leadership School, First Term Airmen Center and Professional Enhancement Course missions to the new Professional Development Center. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; 52.237-1 SITE VISIT (APR 1984); FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act; FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis. A site visit will be held at the Professional Development Center on Wednesday, March 28 at 1400 hrs. Submit the names of all attendees (not to exceed 2) to SSgt John Hill prior to the 26th of March 2007. This information must be provided in advance to ensure access to the military base. All firms are requested to submit questions to the point of contact below not later than the 02 April 2007. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. All firms must be registered in the Central Contractor Registration database @ www.ccr.gov and shall be considered for award.
