Description
The Aeronautical Systems Center (ASC) is soliciting information to identify possible responsible sources interested in the establishment of a multiyear Blanket Purchase Agreement (BPA) for the miscellaneous tactical battlefield airmen clothing and equipment outlined in Attachment 1. This Request for Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. Respondents to this RFI must be able to fulfill and describe their ability to meet and/or exceed criteria listed below. All offerors shall: (1) be able to provide hardcopy and/or electronic (CD ROM) catalogs with current pricing. Pricing must remain current for a year; (2) be able to upload catalog items onto the Battlefield Airmen Management System (BAMS) - contact Michael E. Gordon at (937) 255-7550 for details; (3) comply with The Buy American Act and provide suitable Buy American Act compliant alternative products if applicable; (4) be able to split orders to allow for shipping to multiple domestic and foreign addresses; (5) offer pre-priced shipping rates based on regions within the U.S. and abroad (see attachment 2 for ship-to-addresses); (6) ship in stock items within 24 hours of receipt of order; (7) provide e-mail notifications (the day the package/s are shipped) of shipments (in HTML or text formats) with your freight delivery providers tracking numbers. Also of interest to the government are items such as: (8) specific licensing and/or sole source distribution agreements you may currently have in place with manufactures and/or other government agencies; (9) methods and strategies that describe particular time and money saving approaches and/or add value to the government procurement process. The procurement will be a total small business set aside. All offerors must be registered as a small business concern with the Small Business Administration. Please include in your response what type(s) of small business designation(s) are applicable to your company. This may be done by submitting a copy of your ORCA certifications and representations (see below). All offerors must be registered in the Central Contractor Registration (CCR) database (see www.ccr.gov) prior to award of a contract or agreement, in accordance with FAR 4.1102. All offerors must be registered in the Online Representations and Certifications Application (ORCA) (ORCA) prior to award of a contract or agreement as mandated by FAR 52.204-8. See (https://orca.bp.gov/login/aspxdatabase). As with all government procurements, past performance will be part of the selection criteria. Experience with the Department of Defense?s Special Operations Forces (SOF) community is desirable. It is desirable, but not required that responses be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office with no macros. Two (2) copies of the CD submittals should be submitted as set forth in paragraph 4. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked ?Proprietary/Competition Sensitive Information?. Two (2) paper copies should be submitted as set forth in paragraph 4. Paper copies must be clearly labeled ?Proprietary/Competition Sensitive Information? on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will be accepted. Responses shall be received no later than 22 June 2007.
