Description
It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. United States Central Command (USCENTCOM)/CCJ6 requires a signal converter that converts conditioned diphase signals (CDI) to non-return to zero signals (NRZ). The UltraDNE MCU2 provides expanded capability and redundancy in the event of circuit failure. This agency intends to award to DNE Technologies, 50 Barnes Park North, Wallingford, CT 06492. DNE Technologies and UltraDNE are the same company and the equipment is proprietary. There are no known resellers of this product. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY). The supplier was chosen because they are the only ones that make the product we need. DNE Technologies, Inc. is the only manufacturer that meets Engineering Design Models (EDM) stringent requirements and specifications. This equipment is requested to minimize incompatibility issues. A search of the internet only showed one other company that produces a similar converter, but its limited to only two communication signals and would require additional space to add extra units to meet the same capabilities as one MCU2. To purchase the original DNE CV-2048 instead of the UltraDNE with expanded capabilities would not be cost effective as we would have to purchase more converters to receive the expanded capabilities we would receive with the newer UltraDNE converter. The original DNE CV-2048 costs approximately $5K per converter. We currently have two of those, but would require 3 more in order to get the capacity the UltraDNE converter holds. This would be an additional cost of $15,000.00.
