- INSTALL PRESSURE SIDE SHUTOFF VALVES BUILDING 108 WHAY070008 OVERVIEW: The intent of the project is to install shut off capabilities on our water pumping system to allow for maintenance on the system while maintaining the base water supply and pressure. GENERAL: This work shall be performed under Performance Specifications. The contract shall encompass all work, parts and equipment needed to perform this work. Work shall be performed following all federal, state and local regulations regarding both fire and domestic water systems. Provide all cut sheets, O&Ms, MSDSs etc. along with as-built drawings of the work accomplished. PERFORMANCE SPECIFICATIONS: * Saw cut pavement as required to accomplish work. * Remove and save for reuse, chain link fence fabric as required to accomplish work, contractor may provide new fence fabric if he chooses. Any fence posts that are removed will be replaced with new post to match existing is size and weight. Installation o f fence posts will match existing post installation * Contractor to supply adequate shoring or protection of the excavation, in accordance with OSHA standards during work. * Install a 12 inch gate valve with curb box and cover on each of the 5 pump pressure lines just outside of building 108 along with a 24 inch gate valve with curb box and cover in the same general location. * Restored pavement shall be a minimum of 6 inch stone base with 6 inch binder and 1 in top. * Entire area, pavements building, grass, shrubs, landscaping etc. will be restored to its original condition or better at the completion of work. * Contractor to provide the Government a T handle key for valve operation at the completion of the job. * The installation of one 12 inch valve and the 24 inch valve will be accomplished on a Saturday and into Sunday if necessary. All excavation, preparation etc. for the Saturday work will be accomplished during normal working hours (7:30 am- 4:00pm) Monday to Friday. * The remaining 4 12 valves will be installed during normal working hours. * Contractor will assist base personnel on Saturday to shut down the water system and prepare for the valve installation, contractor will also assist in re-pressurizing the base water system at the completion of the work. * Pumping water out of the excavation will be the contractors responsibility. * Backfill and compaction will be the contractors responsibility. * Installation of the removed fence and posts, if required will be the contractors responsibility. * Contractor will be responsible to disinfect the water system any time it is opened, prior to re pressurizing and use. The magnitude of the construction project is estimated between $25,000 and $100,000. The RFP will be available electronically on or about 15 June 2007. All questions and answers will be distributed via amendment to the solicitation and also be available on the website to registered parties. Paper copies of the solicitation will not be issued. An organized site visit is scheduled fo r 26 June 2007 at 1000 a.m. at the Base Civil Enginnering Office, Bldg. 207. Contact this office with a list of attendees at (845) 563-2897 as soon as possible if you plan to attend. A list can be faxed to (845) 563-1735 24 hours prior to the site visit. Visitors will need valid drivers license, insurance and vehicle registration for entrance to the installation. Only one site visit will be conducted and all sub-contractors are encouraged to attend as well. The Site Visit is mandatory in order to partic ipate in the proposal process. The closing date is 1000 a.m. on 20 July 2007. The anticipated award date is 30 July 2007, with a proposed performance period of 60 days. The applicable provisions and clauses are contained within the solicitation. The so licitation is set aside 100% for small business c oncerns. The North American Industry Classification System Code (NAICS) 238220 with a small business size standard of $13,000,000. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous representing the best value to the government's price.
