Description
This is a combined synopsis/solicitation for commercial items specifically an Air Compressor Unit and Purification System. This combined synopsis/solicitation for commercial items has been prepared in accordance with the format in Subpart 12.6 of th e Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being solicited and a written solicitation will not be issued. Solicitation number W912l7-07-T-0007 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006-16. The Tennessee Army National Guard has the following requirements. The North American Industry Classification System (NAICS) Code is 423830. This is an unrestricted acquisition. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition : FAR 52.211-6 Brand Name or Equal, FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-2 Evaluation - Commercial Items, FAR 52.212-3 Offeror Representations and Certifications, and 52.223-5 Pollution Prevention, and Right-to- Know Informati on. Vendor should complete Representation and Certifications application at https://orca.bpn.gov/, and FAR 52-212-5 Contract Terms and Conditions Required to Implement Statutes and Executive Orders. Also the Defense Federal Acquisition Regulation Supplemen t (DFARS) 252-225-7036 applies. Quotes are due in this office no later than June 18, 2007, close of business four thirty (4:30) p.m. local central standard time. They shall be either emailed to john. anders@ng.army.mil or sent by facsimile to 615-313-2659. Offers shall be evaluated using the Simplified Acquisition Procedures outlined in FAR Part 13. The award will be evaluated on special features as outlined in this solicitation delivery, and price. The award will be issued to the vendor that constitutes th e best value to the Government. Delivery, and meeting the specifications/special features shall be equal to price. This requirement is for a Brand Name or equal to the items listed. The Offeror, if submitting an equal product shall address the special f eatures of the product that they are proposing with the required literature. Neither the evaluation team nor the contracting officer shall be responsible for conducting market research on the submitted product in order to determine a best value decision. Listed below are the Specifications/Special Features associated with this request for quote. I. SPECIFICATIONS/SPECIAL FEATURES: GENERAL: Provide a reciprocating air compressor consisting of compressors, v-belts, receiver and controls. Control panel shall have remote monitoring capability and be complete with starters, transformer, automatic alternation with lead/lag, test/off/ru n switches, lead select/auto switch, operating lights, motor fault indication, hour meters, thermal overload protection and be mounted and wired. Provide a breathing air purifier with cooler and dryer complete with all necessary filters and connections. The system must be fully compatible with the shops existing supplied air system. DIMENSIONS/ CAPACITIES: A. The compressor must be capable of less than 4 ppm oil carryover while producing at least 75 ACFM @ between 150 -195 PSIG. Compressor shall be mounted on a 200 - 260 gallon ASME tank receiver with electric drain and relief valve. Compressor is to be p ressure lubricated with load-less start and provided with a low oil level protection device, oil pump and replaceable oil filter. Compressor shall be of robust materials. Valves shall be individually replaceable and be the disc type. Crankshaft shall b e balanced and counterweighted. Heads shall have safety valves. B. A breathing air purifier will purify at least 100 scfm @ 100 psig from and comp ly with OSHA grade D, NFPA-99. The purifier shall not exceed W - 18, D  60, H  80 and weight no more than 300 lbs. C. A dry (non glycol thermal bank) cycling refrigerated air dryer will deliver between 200 - 300 scfm @ 100 psig in compliance with CAGI (ADF 100) / NFPA (class H ), inlet air temp 100 deg. F and ambient air temp 100 deg. F. The cooler/dryer shall not e xceed W  30, L  30, H  40 . OPERATION. The compressor shall have a high efficiency motor rated at least 24HP. The motor is to operate with 220V or 460V-3-Ph- 50 - 60 Hz. Unit must be rated for 100% duty cycle @ 200 psig. SAFETY. The unit must meet USA standard CGA G7.1-1997. Provided air must have carbon dioxide less than 500 ppm, carbon monoxide less than 5 ppm. The package shall include pre and after filters. ACCESSORIES. Provide a coalescing filter rated at 300 scfm @ .01 micron oil retention, with auto drain and differential pressure indicator. INSTALLATION: Provide installation and start up training in accordance with the manufactures recommendations. Factory trained representative shall be available on site to instruct and train in the proper operation of the equipment provided. The factory authorized service must be available within 30 miles due to the critical nature of the equipment to the continued uninterrupted requirement of the operation. All components less filters will have at least a 1-year warranty. . II. JUSTIFICATION: The system is required to upgrade the paint system to be compatible with the new water based CARC paint. This is in compliance with the Clean Air Act (SEC 112, 40 CFR). III. LOCATION: Combined Support Maintenance Shop, 321 Weakley Lane, Smyrna, TN 37167 IV. EVALUATION FACTORS: The special features that shall be evaluated for this requirement are General, Dimensions/Capacities, Safety, Accessories, and Installation per their specific requirements as identified in the above referenced paragraphs. The Offeror shall submit a delive ry schedule that provides a delivery time. Delivery shall be destination. The Offeror shall submit a price. An award shall be made to the Offeror that represents the overall best value to the Government for this requirement. V.
