Description
The US Army seeks the delivery of an automated small arms protective insert ceramic body armor inspection system. This system must be X-ray based, employ automated material handling, and computer software that will automatically make a decision to accept or reject each armor unit based upon whether it has x-ray detectable cracks. Rejected plates must be physically removed from the inspection flow in an automated manner. System throughput must exceed 240 units per hour. The system must accommodate variations inherent in SAPI, ESAPI, ESBI, and SPEAR design classes, and must accommodate the individual design and workmanship variations arising with several commercial suppliers of these units. The bidder must demonstrate in his proposal, using a test set of at least 1000 units, that his design achieves total misclassification rates better than five percent. The inspection system must operate as a turn-key design, conforming to HHS 21 CFR 1020.40 as a ???cabinet??? system ??? mechanically and radiologically safe for use without advanced training or dosimetry. The system must be self-calibrating. The entire system must be portable enough to be installed and transported in a HELAMS vehicle and must be able to withstand air drop insertion into theatre in such a vehicle. The system must automatically record the inspection result, along with the CAGE, NSN, and DOM data (automatically read from 2D UID) of each unit inspected. Delivery of the ready-to-deploy system must be within 7 months of ARO. There must be options for multiple system purchase with each succeeding unit delivered 1 month after the previous one. Total number of units not to exceed 20. The Government is contemplating a Firm Fixed Price type contract. Interested businesses are encouraged to submit the following information specifying capability description and experience and past performance relating to the above task requirements up to 4 pages. This is a market survey, not a pre solicitation notice. Respondents will not be notified of the results of the evaluation of the information submitted, but the Businesses that are considered to be fully qualified will be considered in the event an RFP is issued as a result of this sources sought notice. Interested sources should submit a detailed response covering the areas described above via email to Mr. Lance Drennan at lance.drennan@us.army.mil. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey.
