DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is 201817Q027, and the solicitation is issued as a Request for Quotation (RFQ). This acquisition is set aside for small business. The NAICS 115112 with a size standard of $6.5 million. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, and women-owned businesses. The U.S. Fish and Wildlife Service, Las Vegas National Wildlife Refuge, San Miguel County, Las Vegas, New Mexico has a requirement for the following products and services: All products and services shall be coordinated with Philip Garcia, Refuge Biologist (505) 425-3581 x 204: SCOPE OF WORK: This project involves the supply, delivery and application of various herbicides to treat eight different species of invasive plants that are scattered throughout the Las Vegas National Wildlife Refuge in populations of various sizes over a 325 to 350 acre area. Some populations are co-located. Contractor must be licensed as commercial applicators in the State of New Mexico; fully insured; and must provide an indemnity clause/waiver to the United States Government and its employees and agents from and against any and all claims, damages, demands, suits, actions, judgments, liabilities, defaults, or costs and expenses, including court costs and attorney fees. Contractor will provide a minimum of 2 (two) licensed commercial applicators using an ATV four wheeler, only, with ATVs fully equipped with both boom and wand spot spraying capability, and backpack sprayers. Herbicide coverage of units will be done using grid patterns or modified grid patterns. Copies of all applicable pesticide applicator licenses are required. Contractors must coordinate work schedule with Refuge Manager/Biologist and be willing to work a flexible schedule to deliver a quick response time during periods when treatments of invasive weeds will be most effective. The contractor shall provide all labor, transportation, equipment, materials, herbicides, and surfactant necessary for treatments. The contractor will also provide dye to help ensure good herbicide coverage. All travel costs and mileage must be included in the quote. The perimeter of the treated area will be GPS by range unit or pasture. All applications will follow label requirements and application rates recommended for each invasive species. Where a range is recommended, the higher application rate will be used. Reports indicating hours worked, chemical used, and application rates and acres sprayed for each species are required weekly. Treatment success of musk, bull, and Canada thistle, Russian knapweed 1 year after treatment (YAT) should average no less than 85% control. Contractor will be required to re-treat at their expense if control levels are less than 85%. All ATV boom equipment will be calibrated just prior to use to ensure correct coverage. Species targeted, acreages to be treated and herbicides to be used are as follows: Species/ Herbicide/ Estimated Acreage -Hoary cress - - Escort - - 5 acres, variable density -Poison hemlock - - Habitat - - 1 acre -Bull Thistle - - Milestone - - 50 acres, variable density -Musk & Canada Thistle - - Milestone - - 175-250 acres, variable density -Russian knapweed - - Milestone - - 1 acre, variable density -Saltcedar - - Arsenal/Habitat - - 20 acres, variable density -Russian Olive - - Arsenal - - 5 acres, variable density -Siberian Elm - - Garlon 4 - - 5 acres, variable density Site Location Plans could not be attached to this solicitation. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Bidders shall submit technical data for all items bid. Prices must include all costs for furnishing all labor, materials and equipment necessary for the supply, delivery and application of herbicide for this invasive weed control project. Offeror(s) proposing alternative types/brands than those indicated bear the burden of proof that an item is in fact equal or better. LEGAL OBLIGATIONS - The contractor shall be responsible for the observance of all applicable Federal, State, and local laws governing this work. RULES AND REGULATIONS - The contractor shall conduct work in the conformance with such appropriate Refuge regulations as the Manager may prescribe, and shall also conduct the operation as not to interfere with or endanger the ordinary use of structures, roads, utilities, and other Refuge facilities. Equipment operations and materials shall be confined to the limits defined by the U.S. Fish and Wildlife Service.
