- Pre-solicitation notice of the U.S. Fish and Wildlife Service, Region 6, requesting proposals from qualified and eligible firms capable of furnishing all labor, material, supplies, and equipment to install a 1680 SF modular residence with crawl space, connect to water and electricity, provide and install and connect to septic tank and leach field, construct attached garage 750 SF and a front porch. This solicitation is being issued under full and open procedures. All responsible sources may respond to this announcement. It is the Government's intention to issue two separate Notice to Proceeds. The first Notice to proceed will be issued to authorize the contractor to start with manufacturing of the modular residence. The modular facility must be ready for delivery to the Lacreek NWR, South Dakota within 70 days after receipt and acknowledgement of the Notice to Proceed. A second Notice to Proceed will be issued simultaneously for site preparation which includes utility hook-ups, pouring and placement of the concrete slab, design and construction associated with providing new utilities, and connecting existing utilities, to serve the new residence; including the septic system, potable water, propane gas, and electric power. Additive items include all labor, materials, and equipment necessary to construct a 576 SF garage and a 300 SF porch. The Contractor will have 70 days to have all site-prep done and compleled. Due to the tight schedule, it is imparative that offerors are registered in Central Contractor's Registration. A payment bond will be required for the construction portion of the work. In addition, a Bid Guarantee must accompany all proposals and shall be at least 20% of the total bid price. Faxed proposals will not be accepted. All questions regarding the announcment must be put in writing and faxed to Ms. MaeMarie Alarid, Contract Specialist, at 303-236-4791. The new residence must be a Wardcraft Systems Built Home, Richmond I Model, or an equal approved by the Government. The work is located at the Lacreek National Wildlife Refuge, Martin, South Dakota. The magnitude of construction is between $100,00 and $250,000. The Request for Proposal (RFP) will be issued on or about June 26, 2007 with a closing on about July 26, 2007. All work associated with the site preparation must be completed by the time the modular facility is complete and scheduled for delivery. It shall be the responsibility of the contractor to ensure all scheduling associated with the manufacturer of the modular facility, delivery and site preparation. The RFP will be available through the Governmentwide Point of Entry (http://www.fedbizopps.gov). The NAICS code is 236115 and the Small Business Size Standards is $31.0 million. Effective October 1, 2003, all contractors must be registered on the CCR website as an active vendor in order to be eligible for an award and to receive payments against an existing award.
