Description
The U. S. Geological Survey (USGS), Geospatial Information Office (GIO), has a requirement for digital orthoimagery for the seven counties comprising the Kansas City metropolitan area. Kansas counties are Johnson, Wyandotte, and Leavenworth. Missouri counties are Jackson, Clay, Platte, and Cass. Total coverage for this project is 3,280 square miles. USGS has the opportunity to obtain all of this imagery at one-fourth the cost from Mid-America Regional Council. (MARC) because other agencies and local governments are contributing to this project as members of MARC. Imagery requirements are as follows: 1) Imagery Type: True Color 24 Bit RGB; 2) Camera Type: Digital; 3) 6 inch and 1 foot; 4) Projection: State Plane (Kansas North Zone & Missouri West Zone); 5) Datum: NAD 83/97; 6) Horizontal Accuracy: 2 ft RMSE (ASPRS Class 2 for 1":100' for 6 inch resolution) & 8 ft RMSE (ASPRS Class 2 for 1"=400' for 1 foot resolution); 7) Flight Height: 4,800 feet above mean terrain (AMT) for 6 inch resolution & 9,600 for AMT for 1 foot resolution; 8) Flight Date: March 2008 & leaf-off; 9) Digital Elevation Model (DEM): The DEM for each county must be updated in varying amounts & no USGS 10 or 30 meter DEM shall be used for this project; 10) Delivery Format: Orthoimagery in Geotiff with associated TFW files; 11) Metadata: Both tile and project-level metadata shall be in XML format and shall be Federal Geographic Data Committee (FGDC)-compliant. 12) Deliverable Schedule: Imagery shall be provided to MARC from July 2008 through October 2008. Imagery shall be provided to USGS in three shipments from October 2008 through January 2009. 13) Use and Distribution Rights: All deliverable data and documentation shall be free from restrictions regarding use and distribution. Based on information available at this time, and in accordance with 41 U.S.C.253(c)(1), implemented by FAR 6.302-1(b)(1)(i), the Government considers the imagery specified as a sole source from Mid-America Regional Council (MARC), 600 Broadway, Suite 300, Kansas City, MO 64105, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Concerns that think they can furnish the required imagery, or its functional equivalent (based upon the criteria specified herein), and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials that correspond to the requirements stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for this document without accompanying information will be considered non-responsive to this request and will not be considered further. This notice may represent the Government's only official notice of this procurement.
