Description
Concerns having the ability to support the Landsat Ground Station (LGS) located at the United States Geological Survey (USGS) Center for Earth Resources Observations and Science (EROS) to replace the high power amplifier (HPA) installed in the 10 meter L 3 Datron antenna and to upgrade the associated Ground Station Controller (GSC) software as necessary. Datron Advanced Technologies offers unique qualifications in the following areas that are considered essential to the requirement. These unique qualifications include: 1) L3 Datron is the vendor for the current 10 meter system in operations. The GSC and related software control this very complex and is highly integrated into this system; The 10 meter antenna must maintain very exacting pointing angles, implemented through the GSC, to insure that the spacecraft will remain in the beam width for both receiving data and transmitting data. Since the GSC and other related software are not being replaced, this would prevent another vendor from fulfilling this requirement; 2) Only the HPA is being replaced. The GSC and HPA interface is tightly integrated into the existing system and the technical details of the interface are of a proprietary nature. This would prevent another vendor from fulfilling this requirement by providing the HPA separately. Based on the information available at this time and in accordance with FAR 6.302-1(b)(1)(i), the government considers the item specified as a sole source from Datron Advanced Technologies Simi Valley, CA and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Concerns who feel that they can furnish the required services or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials that correspond to the required items to determine if competitive opportunities exist. No solicitation document exists, therefore, requirements for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.
