- X-Ray Streak Camera System This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted under full and open competition with 10% hubzone price evaluation preference. This request for proposal (RFP) N00174-07-R-0029 is the only written solicitation that will be issued, unless amended. The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 18. The NAICS code 333314. Size standard 500. NAVSEA Indian Head Maryland is soliciting proposals for the following requirement (Brand Name or Equal): C7700-31 Hamamatsu Streak Camera System in accordance with the below listed general specifications and minimum performance specifications. The offeror shall pr ovide a firm fixed price offer F.O.B. Destination to NAVSEA Indian Head 4072 N. Jackson Road, STE 132 Indian Head, Maryland 20640-5115 (Attn: Brenda Price). GENERAL SPECIFICATIONS: 1. Optimized for highest dynamic range in single-shot mode for high signal-to-noise time-resolved spectroscopic measurements. 2. Detection area of at least 17mm. 3. PC control and image analysis software. 4. Image intensifier designed for maximum sensitivity providing single photoelectron detection capability. 5. Stand alone vacuum chamber with pumping system. 6. Photocathodes exchangeable without disturbing the experiment chamber. 7. Mounting tables 8. Power supplies. 9. Interfaces and cables. 10. On-site installation and on-site training of a minimum of 2 employees and 2 copies of manuals, including expenses. MANDATORY MINIMUM PERFORMANCE SPECIFICATIONS Streak Tube Detector: 1. Temporal resolution:<10ps single-shot, and <20ps integrated 2. Magnetic focus design to minimize space-charge effect and achieve high dynamic range, >1,000:1 at 10ps resolution. 3. Au photocathode with parylene window. Sensitive from 10eV to 10KeV (except for parylene absorption band, 20 to 10nm) 4. Active photocathode size: 17mm (horizontal) x 80um (vertical) 5. Single Photoelectron sensitivity. Sweep Electronics: 1. Sweep speeds: 500ps, 1ns, 2ns, 5ns, 10ns, 20ns and 50ns, 100ns, 200ns, 500ns, 1us, 2us, 5us, 10us, 20us, 50us, 100us, 200us, 500us, 1ms/full sweep. Sweep circuit is integrated in the streak camera?s main unit, without requiring separate plug-in modules to permit a wide range of experimental temporal resolution choices. 2. Trigger jitter: less than 20ps. 3. Trigger input: +/-5 Volt. Analysis and Control: 1. PC-based control and image analysis software, compatible with Windows XP or NT. 2. All functions of the streak camera and CCD triggering are to be integrated and must be controlled from the PC. Readout Camera: 1. Progressive scan interline CCD with micro lens for enhanced efficiency shall be provided. 2. 1344(H) x 1024(V) pixels 3. Dynamic range 2250:1 4. A/D resolution 12-bit. Output Optics: 1. Image magnification of 2:1 2. F number of 2.5 *NOTE: The product (system) must be delivered within 6 months after award. The following provisions apply: 52.212-1, Instructions to Offeror's-Commercial 52.212-4, Addendum to 52.212-4, DFARS 252.211-7003, Identification and Valuation. Contract Terms and Conditions-Commercial Items 52.212-5, Item Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-2, Evaluation Commercial Items-the evaluation factors are as follows listed in descending order of importance unless otherwise stated: Factor 1-Technical: The offeror shall provide written documentation with a line by line response attesting to full compliance to each item listed under General Specifications and each item listed under Mandatory Minimum Performance Specifications. Requirement is for a commercially available system not for the development of a one of a kind system. The offeror shall include published literature or data describing the system being offered. Off erors shall provide a full description of the system warranty. NO PRICING IS TO BE PROVIDED IN THE TECHNICAL INFORMATION. Factor 2-Past Performance: Offerors shall provide three (3) references for product performance with name, telephone, fax and e-mail address. Other sources for past performance information shall be used as available. Factor 3 ?Price ? Offeror shall provide pricing to include any warranty, installation and delivery to destination. The government will make a best value determination based on these factors. Intent is to award based on initial offers. If considered necessary by the contracting officer, discussions will be conducted only with those offerors determined to have a reasonable chance for award. Offerors must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. If available via ORCA website, please specify.
