Description
The MARINE CORPS SYSTEMS COMMAND (MCSC) Sources Sought Notice, dated 13 April 2007, Solicitation Number IBRRFI, is hereby deleted in its entirety and replaced with the following: MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps System Command (MCSC) is conducting a market survey to determine the availability of commercial off-the-shelf (COTS), or non-developmental item (NDI) Intelligence Broadcast Receiver (IBR) that can be procured in a rapid manner as a solution for reception and processing of critical time-sensitive intelligence data provided via the Integrated Broadcast Service (IBS). The MCSC is only seeking information about solutions that are NOT based on Embedded National Tactical Receiver (ENTR) technology in its current or future configuration. The IBR must be upgradeable to support the NSA mandated cryptographic modernization programs, and certification of the cryptographic upgrade is required. The MCSC has a curr ent requirement for approximately 245 IBR systems consisting of the characteristics described herein. The IBR system must: ?X Be interoperable with the IBS and be able to receive and process the IBS-Simplex, IBS-Interface and the Tactical Data Information Exchange System B (TADIXS B) wave forms ?X Provide a self-contained system that does not require integration into another device, i.e. workstation, server, laptop, PC, etc. ?X Be capable of input power of: 110VAC, 50/60 Hz and 28VDC. ?X Have only front panel connectors, controls and indicators. Connectors and controls should be standard Military Specification (MIL-SPEC) components. ?X Be of an open architecture to support future changes in IBS wave forms, message formats and cryptographic devices. ?X Have a total weight (all components) of 17 pounds or less. ?X Provide for four receive channels with the capability of operating all receive channels independently, i.e. all channels receiving IBS-S, or all channels receiving IBS-I, or all channels receiving TADIXS B, or any combination thereof over the four channels. ?X Electronically store COMSEC keys via a battery backup for 30 minutes or more. ?X Have appropriate certifications by the National Security Agency (COMSEC), the Joint Interoperability Test Center (IBS), and the Tactical Information Broadcast Service (TIBS) program office for IBS-I operation. ?X Be capable of interfacing to current government software such as the Tactical Receive Segment and/or Tip off NT. ?X Operate in environments consistent with Marine Corps areas of operation in a temperature range of minus 23 degrees Celsius to plus 43 degrees Celsius. ?X At a minimum support an Ethernet user interface In addition to providing information on how the proposed product or products meet the criteria stated herein, responses must include the following ?X Make and model number of the qualifying product or products ?X Corporate history in developing receivers to process IBS data ?X Warranty provisions to support the proposed product or products ?X Provide corporate business size, stating whether the company is 8(a) certified, disabled veteran-owned, veteran owned, woman owned, HUB Zone, Native American, or other Small Business Administration approved designations ?X Earliest delivery date for two products to undergo Marine Corps test and evaluation ?X The North American Industry Classification System (NAICS) code for this effort is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, Size 750. Firms shall indicate their business size based upon NAICS code 334220. ?X Corporate point of contact. The Marine Corps will use the results of this announcement to determine what capabilities exist in the marketplace to fulfill the Government's requirements outlined above. As an optional item offerors may submit product pricing information. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information. Interested firms are requested to submit a capability statement, not to exceed 10 pages, outlining their ability to meet or exceed this potential requirement no later than 2:00pm EST, 22 June 2007. Electronic submissions are preferred. Interested sources should send all capability statements via email to marian.beeman.ctr@usmc.mil.
