Description
NAICS Code: 541710 THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR QUOTATION. EPA intends to issue a simplified acquisition to DuPont Haskell Laboratory for Health and Environmental Sciences of Newark, Deleware to conduct in vitro dermal penetration tests for lipophilic compounds. Haskell has conducted these kinds of tests for lipophilic compounds in a partnership program between the EPA Office of Toxic Substances (OTS) and the Occupational Safety and Health Administration (OSHA) under a Toxic Substances Control Act (TSCA) Section 4 test rule. This rule requires in vitro skin testing for a variety of industrial chemicals (EPA, 2004a). In conducting these tests Haskell has acquired unique experience regarding the dynamics of dermal absorption of lipophilic compounds and the proper approach to test them in vitro. This experience provides invaluable insight into the chemical characteristics and the appropriate in vitro testing procedures that will yield measurements of chemical penetration through skin and permits the ability to estimate a permeability coefficient (Kp) for the tested compounds. Other laboratories can conduct in vitro dermal absorption tests but none to EPA's knowledge has the experience and skill to successfully test lipophilic compounds in vitro. FAR 13.106-1 states, "For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines the circumstances of the contract action deem only one source reasonably available." Due to the the unique qualifications of the suggested vendor, this simplified acquisition will be conducted on a sole source basis. The period of performance is expected to be from July, 2007 through January, 2008. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist and, therefore, no RFQ is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored. All responses must be submitted to the Contracting Officer at schermerhorn.eric@epa.gov
