- This notice is issued by NASA/KSC to post a Statement of Work (see below) via the internet, and solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Prospective offerors are invited to submit written comments or questions to: Rob Wolfinger, Contracting Officer, no later than 6/15/07 at 2pm EST. STATEMENT OF WORK Arrange for Test Articles: Contact commercial vendors and make arrangements to evaluate their instruments Verify by test: Evaluate salient characteristics of vendor provided mass spectrometers that might be candidates for incorporation into Constellation Program Ground Support Equipment for leak detection in cryogenic propulsion flight vehicles. Processes to be performed or Features evaluated: System Assembly ? Describes the steps necessary to assemble and power up the system. Operating Parameter Optimization (N2 and Helium Backgrounds) ? Determines the optimum operating parameters. Parameters include ionization energy, ionization time, ion optics adjustments, detector adjustments, inlet pressure adjustments, etc. Dynamic Range (N2 and Helium Backgrounds) ? Determines the dynamic range, linear dynamic range, accuracy, precision and detection limit of the system. Measurement Drift (N2 and Helium Backgrounds) ? Determines the drift of various measurements. Response & Recovery Time (N2 and Helium Backgrounds) ? Determines the response time of the mass analyzer. Helium Clear-Out Time ? Demonstrates appropriate recovery time of the mass analyzer. Hydrogen / Helium Interference (N2 Background) ? Determines appropriate recovery time of the mass analyzer. Post-test Instructions ? Returns the system to a post-test state. Period of Performance: June 20, 2007? September 30, 2007 Deliverables: Post-Test Report -Summarize and discuss test processes and the resulting data -Discuss current limitations / issues of Shuttle technology -Provide technology, cost and risk assessments for Constellation use of evaluated mass spectrometers -Conclusions -Recommendations for future work Vendor awarded this contract shall be exlcuded from participation in the acquisition supporting Constellation Program Ground Support Equipment for leak detection in cryogenic propulsion flight vehicles. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
