Description
NASA/NSSC plans to issue a Request for Quote (RFQ) for the NASA 2007 Small Business Innovation Research (SBIR) Program Solicitation. Description: The NASA SBIR Program is conducted under the authority of the Small Business Innovation Research Program Reauthorization Act of 2000. It is designed to provide small businesses with opportunities to compete for federal research and development awards and to stimulate the commercialization of the resulting technology. Eligible small businesses are invited to submit proposals in response to the NASA 2007 SBIR solicitation. The NASA SBIR 2007 technical topics and subtopics support the NASA Mission Directorates of Space Operations, Aeronautics Research, Science, and Exploration Systems. It is anticipated that the NASA 2007 SBIR solicitation will identify specific product areas within each subtopic that NASA wishes to emphasize. To participate in the NASA SBIR Program, firms must have Internet access and an e-mail address. Details can be found on the NASA SBIR/STTR Home Page at http://sbir.nasa.gov/ . Note that the NASA 2007 SBIR solicitation will be issued as a concurrent document together with the NASA 2007 STTR solicitation. While the solicitation documents are combined, the review, selection and award processes will be conducted separately for each program. Proposals must be submitted as either an SBIR or an STTR proposal and will only be considered for award under one program. NASA will issue the combined STTR/SBIR solicitation on or about July 6, 2007. Distribution will be by the Internet. Paper copies of the solicitation will not be distributed. Instructions for electronic access to the solicitation are as follows: the solicitation and other program information will be accessible on the NASA SBIR/STTR home page which can be viewed at http://sbir.nasa.gov/ . Those requesting the solicitation are strongly encouraged to download it from the NASA Home Page as described above. However, if that is not possible, potential Offerors may request assistance from the NASA SBIR/STTR Support Office by calling 301-937-0888. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 500 employees, respectively. The anticipated release date of RFQ (NASA 2007 SBIR) is on or about July 6, 2007 with an anticipated quote due date of on or about September 6, 2007 and will be required to be submitted electronically as described in the solicitation instructions. All responsible sources may submit a quote which shall be considered by the agency. An ombudsman has been appointed - See NASA Specific Note "B". Prospective Offerors shall notify this office of their intent to submit an offer. It is the Offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Quoters will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below. Questions regarding electronic access should be referred to: SBIR/STTR Support Office, REI Systems, Inc., Phone: 301-937-0888, Fax: 301-937-0204, Email: sbir@reisys.com. Detailed instructions for proposal development and submission will be contained in the solicitation. All contractual and technical questions must be submitted in writing via e-mail to John Cecconi, Contracting Officer, not later than August 15, 207. Telephone questions will not be accepted.
