- The Government intends to award a Firm Fixed Price Indefinite Delivery Requirements Type Contract on a sole source basis for comprehensive training and support provided to United States Fleet Forces within the scope of Maritime Domain Awareness and Naval Cooperation and Guidance for Shipping (NCAGS). The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The contractor is U.S. Merchant Marine Academy (USMMA) Global Maritime and Transportation School, 300 Steamboat Road, Kings Point, NY 11024-1634. The applicable NAICS Code is 611430. The size standard is no more than $6.5 million. The RFQ solicitation and any subsequent amendments will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
