Description
This is a Sources Sought Announcement. This is NOT a request for Proposal and does not obligate the Government to any contract award. The purpose of this announcement is a MARKET SURVEY to determine the interest and capability of Service Disabled Veteran Owned Small Business contractors for the following proposed fully designed project: Construct new facilities and loading/unloading spurs (approximately 7,800 lineal feet of track), loading/unloading ramps and staging area for marshaling tactical vehicles, a container transfer pad, lightning protection, rail operations building, security fencing, and high-mast lighting for 24-hour operations. Supporting facilities will include: Utilities, gates, storm drainage, information systems, loading and unloading docks, lighting, approach ramps, and site improvements. Heating will be provided by natural gas. Connection will be provided to energy monitoring and control system (EMCS). Mechanical ventilation will be provided for in all areas. This project will support the Airborne Brigade Combat Team (ABCT) and Stryker Brigade Combat Team (SBCT) air and surface deployments as a rail receiving and shipping hub for all of Alaska Army Units. With the improvements included in this project the new rail operations facility will increase the installation's railcar handling capability 80-100 railcars per day. Contract duration is approximately 400 calendar days and estimated cost range is between $10,000,000 and $25,000,000. NAICS is 236220. Size limitation is $33.5M. All interested Service Disabled Veteran Owned Small Business contractors should notify this office in writing by mail or email on or before 22 February 2010, 12:00 pm, Alaska Time. Responses should include: (1) Identification and verification that the company is self-certified as a Service Disabled Veteran Owned Small Business, as applicable; (2) The level (dollar amount) of performance and payment bonding capacity that the company could attain for the proposed project; (3) Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project; (4) A statement of which portion of the work that will be self-performed and how it will be accomplished; and (5) A statement of experience with design and construction in sub-arctic climates.
