- RECOVERY ACTION: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTOR UNDER THE BLANKET PURCHASE AGREEMENT DE-AB06-08RL14871, DUNS # 005929810. The Blanket Purchase Agreement which this call is made against was competed on the GSA Federal Supply Schedule. For this task, a BPA call was used for the following reasons: meets an immediate need, the BPA still represents best value, and additional price reductions can be obtained (FAR 8.405-3). This is a time-and-materials contract. This procurement was not awarded as a fixed-price contract because it was not possible at the time of award of the contract to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. The high degree of complexity and uniqueness of the requirement to the Government did not make a fixed-price contract suitable (FAR16.601(c)). This BPA call is for American Recovery and Reinvestment Act financial audit support for the Department of Energy, Richland Operations Office, Financial Management Division and Contractor Industrial Relations in Richland, Washington.
