Description
ATTACHMENT ONE SOLICITATION This synopsis is being issued as FBI Request for Proposal (RFP) number 0175250. This is a Synopsis for commercial items/services is prepared in accordance with the guidelines in Federal Acquisition Regulation (FAR) Part 5. This announcement is also supplemented by an electronic Solicitation that will be released to the public and attached to this synopsis on Wednesday, January 3, 2010 and can be found at www.fedbizopps.gov under the FBI RFP0175250. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-38. Proposals are hereby being requested. This acquisition is a 100% Small Businesses Set-Aside and is being conducted under the procedures of the FAR Part 12. The North American Industry Classification System (NAICS) Code for this requirement is 811212 with a business size standard of $25 million. This will be a Fixed Price Service Contract for a nationwide maintenance and repair program to keep the FBI Uninterruptable Power Supply (UPS) system operating at full capacity. The FBI has 56 sites in the United States, including Hawaii, Alaska and Guam, that use UPS units. In the event of a power failure or shutdown, the UPS units are responsible for the immediate continuation of electrical power to Communication and Data Center computers prior to the emergency generator(s) coming on line. The equipment that ordinarily makes up the communication circuit being protected include: cryptography equipment, server, router, and bridge devices. There are a number of UPS makes and models that require support with differing capacities: these include forty two (42) sites with either MGE, APC, EXIDE, Clay, or EPS manufactured models; thirteen (13) sites with DELTEC models, one (1) site with a Tripplite model. All responsible and eligible Small Business sources may submit a proposal which, if timely received shall be considered for evaluation by the FBI. The Government will award to the responsible offeror whose proposal, conforming to the accompanying Solicitation will be most advantageous to the Government, price and other factors considered. Offerors will be evaluated in accordance with FAR provision 52.212-2 Evaluation-Commercial Items (Jan. 1999). The following factors, in descending order of importance shall be used to evaluate offers: The technical merits and quality of the maintenance and repair services plan offered; The pricing offered; And offeror past performance. Interested parties shall submit a completed Standard Form (SF) 1449 - Solicitation/Contract/Order for Commercial Items -- found on the Internet at http://www.gsa.gov/forms along with their proposal. Questions from potential offerors must be received via facsimile at fax number (202) 324-0570 or via E-Mail to garland.crosby@ic.fbi.gov by 12:00 PM (EST), February 5th 2010. Unless changed by written amendment at this same fedbizzopps page, all proposals must be mailed to FBI Headquarters, 935 Pennsylvania Avenue, NW, Washington DC 20535, Attention: Garland Crosby - Room 10254 no later than 4:00 PM. (EST) March 1rd 2010. NO HAND DELIVERIES TO THE FBI SHALL BE EXCEPTED UNDER ANY CIRCUMSTANCES. VERBAL QUESTIONS SHALL NOT BE ANSWERED.
