The design should include an attractive environment that is in balance with the local climate and requires minimal resource inputs. In addition, the design should be functional, cost efficient, aesthetically pleasing, environmentally friendly and maintainable. This requirement will be funded by the American Recovery and Reinvestment Act of 2009. This is not a request for quotation or a solicitation for offers.
