Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Government intends to award a sole brand procurement in accordance with FAR Part 12.1 and FAR Part 13.3, with consideration given to FAR Part 6.302-5. The North American Industry Classification System (NAICS) Code for this acquisition is 334513, entitled "Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables". The small business size standard for NAICS Code 334513 is 500 employees. The Bureau of Reclamation (Reclamation) has a requirement for water monitoring equipment for the Imperial National Wildlife Refuge. Reclamation intends to award a purchase order for the following brand name products: 0001 - In-Situ TROLL 9500 Professional XP0002 - In-Situ Level Troll 5000003 - In-Situ RuggedCable Twist-Lock System0004 - In Situ Troll Twist-Lock Hanger0005 - In-Situ Win-Situ Software The justification for this requirement is based on the unique characteristics that not only do these products have the ability to combine water quality and water level monitoring into one single unit, but also have six (6) sensors that include Temperature, pH, Conductivity, Dissolved Oxygen, Turbidity, and Water Level, that are enclosed in titanium corrosion resistant housing. This brand offers custom made communication cables and a modular cable system in which two (2) or more cables can be connected together which allows for the various depth requirements. Finally, the products have a guaranteed 5 year internal battery life.
