Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, R10PS80130 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 334511, Small business size standard is 750 employees. (v) This combined synopsis/solicitation is for the following commercial item(s): 001: Acoustic Telemetry Receiving System. Qty 1 each. (vi) Description of requirements for the items to be acquired: 1.Acoustic Telemetry Receiving System for aquatic two dimensional and three dimensional tracking.a.Acoustic telemetry receiver with the capacity to integrate 8 hydrophones simultaneously. The receiver should also have the capability to upgrade to a 16-hydrophone capacity.b.Installation of the user interface for this receiver on a US Government laptop.c.Software for tracking tags, identify echoes that are not noise, and constructing three-dimensional tracks of a tag's path through the experimental arena. All necessary components of the software system to make if fully functional on a US Government laptop, including all future upgrades to the software.d.Six hydrophones compatible for use with the telemetry receiver.e.Two hydrophones compatible for use with the telemetry receiver that are low noise. These hydrophones should allow for improved echo reception in an environment with increased levels of background noise.f.Three hydrophone cables, 100 ft in length. Cables should be compatible with all other cables so that they may be combined to form longer lengths.g.Five hydrophone cables, 250 ft in length. Cables should be compatible with all other cables so that they may be combined to form longer lengths.h.One hydrophone cable, 500 ft in length. Cables should be compatible with all other cables so that they may be combined to form longer lengths.2.Three fixed station acoustic telemetry data logger systems. These loggers should receive echoes emitted by tags as fish pass by the fixed station. This logging should produce data that shows which tags moved passed the fixed station and when.a.Minimum 1 GB internal memory to record data and retain it. Cable to connect the logger to a PC for data download.b.Software capable of facilitating data download from the logger to laptop PC.c.Internal GPS capability.d.GPS antenna.e.Capable of being powered by an easily obtainable portable power source (not provided) and all hardware necessary to supply power from the source to the logger.3.Acoustic Transmitters and Programming Systema.Twenty tags that can be implanted in fish > 3 kg total out-of-water weight. These tags should be no more than 20 g total out-of-water weight. The tags should have the capacity to ping 1 time per 2 seconds. The tag should have at least a 90 d estimated tag life.b.Tag programmer appropriate to program tags described in 3a.c.Acoustic tag detector. This detector should be able to be passed by the body of the fish within 10 cm and detect the activated tag. (vii) FOB Destination for Delivery: U.S. Bureau of Reclamation, c/o Eric Shaw, 16650 Kelso Road, Byron, CA 94514. The mail order should specify: 1) Numbered boxes; 2) Packing list with detailed description of each numbered box; 3) Total number of boxes listed on packing list. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors. Technical (capability of the item offered to meet the agency need), price. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items Alternate I applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(8), b(19), b(20), b(21), b(22), b(23), b(24), b(31), b(39). (xiii) No other clauses are applicable to this acquisition. (xiv) Defense Priorities and Allocations System (DPAS) ratings do not apply to this acquisition. (xv) Quotes are required to be received no later than 12:00 pm Mountain Standard Time, Wednesday, February 3, 2009, and must include the following: Company name, address phone numbers, DUNS number and itemized quote including all shipping and handling charges and delivery terms.
