Description
*NOTE: This is a pre-solicitation notice, not a solicitation. The solicitation HAS NOT yet been issued. Solicitation will not be issued until after February 8, 2010. Once issued, the solicitation will provide a closing date of 30 days after the issue date. RFP SPM1C1-10-R-0059 will be for the purchase of T-Shirt, IPFU, Short Sleeve. NSN: 8415-01-465-7071(S). CRFD/PD 99-05. Description: Indefinite Delivery Type Contract with Base Term, plus Four (4) One Year Term Options. The following Indefinite Delivery Type Contract (IDTC) is anticipated: This information is for solicitation SPM1C1-10-R-0059. The item is T-Shirt, IPFU, Short Sleeve. NSN: 8415-01-465-7071(S) Military Spec: CRFD/PD 99-05, pattern date is listed as September 13, 2000. The purchase quantity for the base year and four option periods is a minimum of 324,000 EA and a maximum of 1,620,000 EA., with an AEQ of 1,296,000. The first delivery order is due 120 days after the date of the award. The destination for the item is VSEQ Lion Vallen, Suffolk, VA. CAUTION NOTICE: In the past, most Best Value Clothing and Textile solicitations utilized Best Value Trade Off Procedures, however, this acquisition is utilizing the Low Price Technically Acceptable (LPTA) Best Value Method. As such, no "trade off" applies and the Government intends to award to the low priced firm who is compliant with terms of the solicitation, and deemed "technically acceptable." Also, unlike previous acquisitions for commercial items, there will be no allowable re-submittals for PDM and only firms with satisfactory or better PDMs will be eligible for award. Technical Acceptability is being defined herein as satisfactory, very good or exceptional PDMs. All PDMs will be evaluated in accordance with the criteria outlined in the solicitation. From among technically acceptable firms, the Government will then select the lowest price offeror and determine if that firm is responsible, complies with terms and conditions of the solicitation and an award to them is in the best interest of the Government. If that firm fits these criteria, award will be made to them. If not, the Government will review each subsequent technically acceptable low priced offer until one is identified that does meet the criteria, in which case award will be made to that firm. The Government reserves the right to conduct negotiations with a competitive range group of offerors from among technically acceptable firms, based on price. If negotiations are conducted, award will be made to low priced offer (based on final proposal revision closing, date/time) that is technically acceptable, responsible and compliant with solicitation terms and conditions. Solicitation will be issued as a Total Small Business Set Aside utilizing the Low Price Technically Acceptable (LPTA) Best Value Method. Successful offeror(s) will be awarded the entire contract, therefore, offeror must offer on base year and all option years. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. It is the responsibility of the contractors to access this website and place the request for specifications and patterns. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and components thereof, must be grown, reprocessed, reused, or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
