- Description
- NASA/GSFC has a requirement to (1) perform a radiation exposure sensitivity studyof high risk components in the LISA transmitter. The components shall include fiberBragg gratings, optical gain fibers, bandpass filters, and other transmitter opticalcomponents. (2) perform active monitoring of components, characterizing theirperformance before, during, and after the radiation exposure. NASA/GSFC intends to purchase the items from LGS Innovations LLC, 10 U.S.C 2304(c)(1),Only Responsible Source. The company has proprietary capabilities in radiation testingof optical components, doping and treatment of optical fibers for radiation hardness. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 2, 2010. Submit your responses to the point of contact listed below. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.ORAL COMMUNICATIONS are NOT acceptable in responses to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
