Description
The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA, on behalf of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) in Narragansett, RI., intends to issue a solicitation for the management of NOAA's Resident Research Associateship Program. NOAA has an ongoing requirement to foster the capability to attract and retain high quality research associates in order to consistently advance its research objectives. The pursuit of scientific research of the highest quality requires that ideas, knowledge, skills and information be disseminated throughout the NOAA labs. Conversely, the ideas, knowledge, skills and information that currently exists within the NOAA labs needs to be disseminated throughout the larger scientific community. These two types of transfers are facilitated by the process whereby the very best scientists and experienced senior scientists have an opportunity to work in the NOAA labs, collaborating with NOAA scientists. This is accomplished by a NOAA-wide Resident Research Associateship Program. Research is accomplished through this program in the fields of Meteorology, Climate and Air Quality, Earth Sciences, Hydrology, Oceanography, Limnology, Space Sciences, Fisheries and Marine Mammals, Toxicology, Quantitative Ecology, Environmental Modeling, Molecular Biology, and Physiology and Microbiology. Specific tasks for this program include establishing or renewing sub-agreements for up to 90 research associates; managing a recruitment, selection, and stipend distribution process that attracts domestic and foreign national post-doctoral and senior research scientists of the highest caliber to conduct research in NOAA laboratories on science topics of interest to NOAA. This involves managing a process that works closely with respected, degree-granting engineering and science institutions and organizations to provide high visibility for the research opportunities; conducting scientific review of NOAA research scientists nominated as Research Advisers to the Research Associates and of NOAA sponsoring facilities; assembling highly experienced review panels of pre-eminent scientists to assess and rank research proposals by prospective Associates based on their scientific merit; communicating and coordinating with applicants, Awardees, Research Advisers, and the NOAA Program Representative; providing sufficient documentation and information to the NOAA Program Representative on applicant status, Advisers status, and Associates status; negotiating stipend levels and obtaining approved from the NOAA Program Representative; serving as the U.S. sponsor of foreign nationals for visa acquisition; and providing a process and procedures as well as coordinating receipt of applications, reviews, recommendations, progress evaluations of associates, adviser nominations, sponsoring lab exit interview and; providing necessary guidance and appropriate forms to foreign nationals for U.S. visa acquisition. The planned period of performance for this effort is July 31, 2010 through July 30, 2011 with four option years. Request for Proposal (RFP) EA133F-10-RP-0022 will be available on or about February 5, 2010 through the Government's website at http://www.fedbizopps.gov. Proposals will be due 30 days thereafter. Award of the contract is anticipated for July 31, 2010. The basis for proposal evaluation, in descending order of importance will be Technical Approach, Past Performance, Contractor Resources, and Management Approach. The applicable NAICS code for this acquisition is 541690 with a size standard of $7.0M. This acquisition is being conducted using FAR Part 15 - Contracting by Negotiation, on an unrestricted basis.
