- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NHLBI-PB-(AR)-2010-073-MLK and is issued as a Request for Quotation (RFQ). This acquisition is being conducted as a competitive total small business set aside requirement. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-038 (January 11, 2010). The North American Industry Classification (NIACS) Code is 541690, and the business side standard is $7.0 Million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is set aside for small business. The National Institutes of Health (NIH) in Bethesda, National Heart, Lung and Blood Institute (NHLBI), Office of Acquisitions (OA) for the National Institute of Arthritis and Musculoskeletal and Skin (NIAMS) has a requirement for consultant services in the field of Bioinformatics Research. The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is one of the nation’s premier research institutions in the area of clinical research in rheumatic diseases. Investigators in the Clinical Sciences Section of NIAMS are focused on outcomes research of patients with rheumatic diseases, and use primary and secondary data sources to study the associations of patient, provider, and health system factors with symptoms, functioning, mortality, and costs of care. To expand our research efforts, we currently seek a biostatistician to provide consultation for ongoing and new research studies and to perform statistical analyses of ongoing projects. 1. OBJECTIVE NIAMS seeks to Contract support to supply to the National Institute of Arthritis and Musculoskeletal and Skin Diseases-NIAMS, in the field of Bioinformatics Research for 1,817 hours. 2. SCOPE NIAMS requires that the contractor provide an academic leader in biostatistics who has: 1) a PhD in biostatistics with post-doctoral experience; 2) at least 5 years of work experience beyond the PhD degree; 3) an outstanding reputation in statistical methodology and applied research as evidenced by membership on editorial boards, review committees, study sections, and invited lectureships; 4) a recent record of research productivity demonstrated by at least 25 publications in peer-reviewed journals; 5) a history of leading clinical research teams or biostatistical cores; 6) programming expertise in R, SAS, Stata, Bioconductor, Matlab, and Python; 7) experience with both genetic and clinical epidemiological studies, including national datasets such as NHANES III and the Medicare-SEER database; and 8) ability to work collaboratively with clinical investigators and independently with self-discipline to meet deadlines. The contractor will conduct outcomes research in the Clinical Sciences Section of NIAMS at the NIH Clinical Center. Responsibilities include: a.Providing biostatistical consultation to section members on new studies and protocols, including features of study design, optimization of outcomes, and sample size requirements b.Providing data quality control for ongoing studies c.Designing and implementing statistical analysis of primary and secondary data d.Programming and data manipulation of large administrative datasets e.Preparation of research reports f.Participation in section meetings g.Teaching and advising post-doctoral fellows and other members of the Clinical Sciences Section on issues of study design and statistical analysis. 3. LEVEL OF EFFORT 3.1The successful Offeror must possess significant documented analytical and organizational skills. 3.2The successful Offeror must have an in-depth knowledge and expertise in Bioinformatics. 3.3The successful Offeror must have at least five (5) years work experience beyond Ph.D. 3.4The successful Offeror must have excellent written and oral communications skills, including presentation talking points or slide development. 3.5The successful Offeror must have the ability to exercise judgment and work independently. 3.6The successful Offeror must have strong teamwork ethic and demonstrate an ability to work in teams. 4. CONTRACTOR TASK The contractor shall provide clinical research will be conducted under the auspices of NIAMS, and shall be subject to review and approval of the NIAMS Board of Scientific Counselors and the NIAMS/NIDDK Institutional Review Board. 5. PLACE OF PERFORMANCE As directed, the Contractor will work within the NIAMS, Intramural Research Program located at 9000 Rockville Pike, 10 Center Drive, 10-CRC, Room 4-1339. Government will provide the contractor with standard office furniture, telephone, computer equipment, and software to perform their assigned task. The services of an assistant/secretary who will deal with routine clerical tasks that include copying, mailing and scanning documents, and the like; A lockable office in 10-CRC with the following: common office furniture such as a desk, chairs, filing cabinet and the like; computers, printers, fax machine and telephone; Access to the NIH e-mail system; An NIH parking permit for the main campus. 6. PERIOD OF PERFORMANCE The contractor will provide NIAMS with 1,817 hours. The actual beginning date is dependent upon awarding of this task order. The actual expiration date is dependent upon the usage of the funding provided under this task including modifications. 7. REPORTING REQUIREMENTS The Contractor shall issue monthly reports to the Chief, Clinical Sciences Section (CSS). 8. DELIVERABLES The contractor will work under the direction of the Chief, Clinical Sciences Section (CSS), who will provide guidance and overall direction related to completion of the objectives of this assignment. The incumbent will meet the needs of the NIAMS, as they arise, within general guidelines provided by the assigned. A final inspection and acceptance of all work performed and other deliverables will be performed. All deliverables are due within the time frame described above. The incumbent consults and collaborates with the Chief, CSS, to develop mutually acceptable plans for prioritizing the responsibilities of the incumbent’s assigned functions, and to highlight the major areas of emphasis and the goals to be achieved. The incumbent keeps the Chief, CSS, apprised of problems encountered, possible controversies, and success or failure of work efforts in progress. 9. EVALUATION CRITERIA The CSS focuses on studies of health outcomes of patients with rheumatic diseases. This is accomplished using observational studies, clinical trials, and analyses of large administrative datasets. Applications will be evaluated on demonstrated ability to analyze epidemiologic and clinical trial data and to collaborate effectively. Contractor is expected to be skilled in: 9.1Technical Approach. Statistical computing, the application of statistics in epidemiology, longitudinal data analysis, and the analysis of clinical trials. He/she will be responsible for assisting in the development of analytic plans with investigators in the CSS, performing analyses, and assisting in reporting results (50 points). 9.2Data Quality Control. Have experience managing data quality control for statistical core facilities, and able to provide guidance on data quality issues (10 points) 9.3Past Performance. Contractor shall have a doctoral degree in statistics, health services research, economics or a related field. A record of peer-reviewed publications in one of these fields is required. Experience with programming using common statistical software is expected. Prior experience analyzing large administrative datasets would be advantageous. Contractor should have strong communication skills and the ability to work collaboratively. (20 points) 9.4Quality of the project management. Submission of products and within decided deadlines. (20 points) The Offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov and ORCA https://orca.bpn.gov/. The clauses are available in full text at http://www.arnet.gov/far. Proposals are due January 27, 2010 by 3:30pm Eastern Standard Time. The award will be made based upon the requirements specified in this combined/synopsis, and to the offerer providing the best value in meeting the Government's requirements. The offerors must provide documentation in support of the specified requirements. The Government intends to evaluate offerors and may award a contract without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The proposal must reference the Solicitation number NHLBI-PB-(AR)-2010-073-MLK. All responsible sources may submit a proposal which if timely received shall be considered by the agency.
