- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center, Division Newport, RI intends to award a Firm-Fixed price contract on a sole source basis to Brown University for Technical and Engineering Services in support of the Polymer Coating Laboratory. Brown University is the only available source for the required services. Brown University personnel, specifically Professor Kyung-Suk Kim, have the unique knowledge and experience in the contact and fabrication mechanics of soft materials. The amount of time required for any other source to acquire the adequate knowledge to perform this requirement would result in unacceptable delays. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Further details will be released upon issue of RFQ # N66604-10-Q-1411, which is anticipated to be on or about 02/08/2010.
