Description
DME Concept of Operations DME CONOPS The Office of Consular Systems and Technology (CST), Consular Affairs (CA), Department of State (DoS) will be conducting a Pre-Solicitation Industry Day for the Development, Modernization and Enhancement (DME) acquisition on Thursday February 11, 2010. The meeting will provide interested companies with an overview of the DME Program and an opportunity to gather more information prior to the solicitation being issued. A question and answer session will also be held for interested parties to obtain information from the Government. The purpose of the procurement is to acquire software engineering DME, technical and operations support services under a blanket purchase agreement (BPA). The DoS intends to award BPAs to three to five GSA Schedule 70 contractors. DME work includes support for any and all phases of the software development life cycle. Technical support services include Level 3 support, analytical and research support, and installation of patches, and emergency and urgent releases. Operations support may be required for operational systems that do not run on the Department’s OpenNet network and/or within the Departments Internet DMZ and/or are not currently supported by CST operations support groups. The BPAs will support automated Visa, American Citizen and Passport systems that support the Bureau’s major business processes. The contractor will perform work on this effort primarily for CA/ CST.
