Description
The 558th Aircraft Sustainment Group, Hill AFB, UT intends to negotiate a sole source Firm-Fixed Price contract for the C-5 Aircrew Training System (ATS) prepared in accordance with FAR 5.201. The contract will be awarded to Flight Safety Services Corporation, 10770 E Briarwood Ave Suite 100, Centennial CO 80112-3807. Market research was previously conducted and it has been determined that this is a sole source requirement IAW FAR 6.3022-1. The period of performance is not to exceed 18 months from 1 April 2010. The period of performance will consist of a 12 month basic with one six-month option. Foreign participation is not permitted at the prime contractor level. The C-5 Aircrew Training System (ATS) program provides total training support for all C-5 aircrew training to include initial qualification, continuation, refresher, and differences training. This contract provides engineering support through the Training System Support Center (TSSC), program management, training device maintenance, logistics support, courseware development/ sustainment, and student management. Provisions are also included for hardware and software modifications to the Aircrew Training Devices (ATDs). The overall objective of the C-5 Aircrew Training System (ATS) is to provide a training program which results in thoroughly trained aircrews for C-5 weapon system operations. The ATS consists of a Formal Training Unit (FTU) at Lackland AFB and options for continuation/refresher training at sites with, and without collocated Weapons System Trainers (WST).\ The contractor will: • Provide guaranteed student throughput with on-time graduation and meet projected throughput requirements to meet Air Force standards and pass an Air Force administered evaluation. This includes provisions for variations in quantity of students and content of training. • Adequately staff the ATS with qualified personnel and retain key personnel in all aspects of the ATS. Effective management of the overall ATS, including ongoing efforts, problem identification and resolution, special projects, reporting and communication, startup transition, security and safety. A seamless transition between the current contract and the new contract is required. • Effectively manage and operate the Training System Support Centers (TSSC) at Lackland AFB (or designated location) if the option is executed, to include the appropriate manning levels to effectively complete approved TSSC taskings within the required timeframe. • Maintain ATS concurrency with the weapon system program. This includes the capability to incorporate highly technical modifications into the aircrew training devices and the ability to modify/upgrade training devices, courseware, software, and hardware to maintain aircraft configuration concurrency. This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within five (5) days of this publication. A determination by the government not to compete this action based on responses received is solely within the discretion of the Government. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
