Description
The U.S. Army Corps of Engineers, New York District is issuing this Sources sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by SBA New Jersey, New York and Pennsylvania district offices, certified HUB Zone Small Business, Service-Disabled Veteran Owned Small Business firms and Small Business firms under the size standard, having the capability and bonding capacity for the following effort: The proposed construction located at the Picatinny Arsenal includes new Gun & Weapons Systems Tech Data Facility. The facility will provide a new outdoor test range for testing various gun weapons systems at Picatinny Arsenal. The facility will consist of reinforced concrete buildings of approximately 4,000 sf and a containment structure (Slug Butt) of 1,500 sf. The facility will include a control building, gun shop, weapons firing bay and containment structure (Slug Butt). The facility will be designed in accordance with the Unified Facilities Criteria (UFC) 4-510-01, Military Handbook 1191, AAALAC Standards, DoD Minimum Anti-terrorism Standards UFC 4-010-01, and the Uniform Federal Accessibility Standards/Americans with Disabilities Act Accessibility Guidelines (UFAS/ADAAG). Operations and maintenance manuals and commissioning will be provided. Work includes demolition of one building and may require demolition of subgrade utilities and foundations. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. This project is planned for advertisement in Mar 2010 with award scheduled in May 2010. Contract duration is estimated at approximately 274 calendar days. The North American Industry Classification System (NAICS) code is 236220. The business size standard is $33.5 million. The estimated price range is between $2,500,000 - $5,000,000. All interested businesses should notify this office in writing by mail or fax by 9 Feb. 2010, 10:00am local time. Responses should include: (1) Identification and verification of the company as an SBA certified 8(a)firm by SBA New Jersey, New York or Pennsylvania district offices, Certified HUB Zone Small Business, Service-Disabled Veteran Owned Small Business firms and Small Business firms under the size standard; (2) CAGE Code and DUNS Number; (3) Past Experience through the description of completed projects that are similar in size, scope and complexity to the proposed project, and the percentage and type of self-performed work; (4) Capability of obtaining performance and payment bonds for a project in the dollar amount (price) range listed above; and (5) a complete list of all permanent employees, name, title, and a brief description of their function (roles and responsibilities).
