Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDERRECOVERY ACT, THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. The VA Maryland Health Care System at the VA Medical Center, Perry Point, Maryland is seeking services of a qualified Service-Disabled Veteran Owned Small Business to provide all supervision, labor, materials, equipment and connections for the construction/installation materials, equipment, and supervision required for Project #R512-09-313 Recovery Act Replace Traction Elevators for Buildings 13H, 14H, and 22H located at VA Maryland Health Care System at the Perry Point VA Medical Center Perry Point, MD 21902 (Cecil County). Work includes but is not limited to replacement of the traction elevators in buildings 13H, 14H and 22H, one in each building for a total of three. This includes the removal of the old elevators and equipment. The existing hydraulic elevator in each building is to remain in service during construction. This will include a phased construction plan to replace elevator cab, doors, frames, mechanical equipment and devices, electrical wiring, conduit, and devices, fire alarm connections, wiring, conduit and devices, structural changes to existing shaft way and mechanical rooms to include new structural elements for improved code compliance in each building with state-of-the-art hydraulic elevator, equipment and systems or replacement in-kind with traction elevators as still being determined and will be indicated in the Solicitation with the plans and specs. Note: This may include a mix of hydraulic elevators and traction elevators. This work shall be done in accordance with contract specifications, scope of work, drawings and/or schematics provided by VA and contractor, and sections of the VA Master Construction Specifications. A scheduled Pre-bid time and date will be in the Solicitation package. Conference (which will include a Site Visit) There will only be one date for this Site Visit. No requests for additional Site Visits will be granted. The NAICS Code for this procurement is 238290. To be considered a small business under this code, the SBA standard size must not exceed $14.0 million. The construction cost range for this project is between $500,000 and $1,000,000. The solicitation package for IFB# VA-245-10-RA-0062 is estimated to be posted on Fed Biz Opps, which can be accessed at http://www.fedbizopps.gov, on or about February 9, 2010. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST registers at Fed Biz Opps (www.fedbizopps.gov) in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the Fed Biz Opps website. The bid opening will be on or about March 12, 2009. The bid-opening will take place at the Perry Point VA Medical Center in Perry Point, MD 21902. The building and room will be specified in the solicitation. The deadline for receipt of questions is 10 calendar days prior to bid opening. All questions must be submitted in writing to the Contracting Officer. The question form for all RFI's will be attached in the Solicitation. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages (VIP), comply with VETS 100 reporting, and have completed Online Representations and Certifications Application (ORCA) prior to bid opening.
