- RECOVERY ACT - THE NASA GLENN RESEARCH CENTER (GRC) HAS BEEN AUTHORIZED UNDER THEAMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 TO ISSUE A TASK ORDER FOR PROFESSIONAL,ADMINISTRATIVE, COMPUTATIONAL, AND ENGINEERING SERVICES UNDER THE PREVIOUSLY AWARDED,COMPETITIVE, 8(A) CONTRACT NNC08BA09B WITH DB CONSULTING GROUP. **THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY.** UNMANNED AIRCRAFT SYSTEMS (UAS) REPRESENT NEW VEHICLE AND OPERATIONAL CONCEPTS IN CIVILAVIATION. THESE NEW CONCEPTS ARE EVOLVING AS THE NATION MOVES TOWARD THE NEXT GENERATIONAIR TRANSPORTATION SYSTEM (NEXTGEN), WHICH IS UNDER THE LEADERSHIP OF THE JOINT PLANNINGAND DEVELOPMENT OFFICE (JPDO).THE DESIRE AND ABILITY TO FLY UAS IN THE NATIONAL AIRSPACE (NAS) IN THE NEAR TERM HAS INCREASED DRAMATICALLY. ALTHOUGH UNMANNED AIRCRAFT HAVE THE ABILITY TO SUPPORT A NUMBER OF DULL, DIRTY ANDDANGEROUS MISSIONS REQUIRED BY THE NATIONS SCIENCE COMMUNITY (NASA, NOAA), EMERGENCYMANAGEMENT (FEMA, DOA) AND NATIONAL SECURITY AND DEFENSE ORGANIZATIONS (DHS, DOD),EXISTING FEDERAL AIR REGULATIONS, PROCEDURES AND TECHNOLOGIES DO NOT ALLOW ROUTINE UASACCESS TO THE NAS. THE CURRENT PROCESS OF REQUESTING A CERTIFICATE OF WAIVER OFAUTHORIZATION (COA) TO OPERATE A UAS IN THE NATIONAL AIRSPACE TODAY IS EXTREMELY RESOURCEINTENSIVE AND LENGTHY.THESE COAS ARE RESTRICTIVE AND OFTEN LACK THE FLEXIBILITY TO MEETTHE FULL MISSION NEEDS. THE UAS PROJECT PROVIDES NASA SUPPORT TO THIS MULTI-AGENCYOBJECTIVE OF ENABLING SAFE, ROUTINE ACCESS FOR UNMANNED AIRCRAFT SYSTEMS IN THE NATIONALAIRSPACE.OVER THE COURSE OF THE NEXT 12 MONTHS, THE UAS PROJECT WILL FOCUS ON SUPPORTING AMULTI-AGENCY EFFORT TO DEVELOP AND IMPLEMENT A NATIONAL PLAN TO SUCCESSFUL ADDRESS THECHALLENGES OF UAS ACCESS TO THE NAS (NATIONAL AIR SPACE) IN A SAFE AND TIMELY MANNER. INORDER TO SUPPORT THIS ACTIVITY, THE UAS PROJECT WILL DEVELOP TWO CONCEPT OF OPERATIONS(CONOPS) DOCUMENTS. FROM THESE DOCUMENTS, OVERALL RESEARCH AND DEVELOPMENT (R&D) NEEDSWILL BE IDENTIFIED.NASA/GRC INTENDS TO ISSUE A TASK ORDER UNDER EXISTING CONTRACT NNC08BA09B TO DEVELOPDOCUMENTATION ON RESEARCH AND DEVELOPMENT REQUIREMENTS THAT WILL GUIDE HOW FUTUREUNMANNED AIRCRAFT SYSTEMS (UAS) CAN SAFELY OPERATE IN THE NATIONAL AIRSPACE. SPECIFICALLY, THE RESEARCH FOR THIS TASK FOCUSES ON FUTURE VOICE AND DATA COMMUNICATIONSYSTEM CONCEPTS AND OPERATIONAL PROFILES TO ENABLE UNMANNED AIRCRAFT SYSTEMS TO SAFELYCOMMUNICATE WITH GROUND CONTROLLERS. THE RESULT OF THIS TASK IS THE IDENTIFICATION OFFUTURE-STATE COMMUNICATION SYSTEM FUNCTIONAL AND OPERATIONAL REQUIREMENTS FOR SAFEOPERATION OF UNMANNED AIR SYSTEMS (UAS) IN THE NATIONAL AIRSPACE.ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. THIS ANNOUNCEMENT WILL NOT RESULT IN A REQUEST FOR PROPOSAL; THIS ANNOUNCEMENT IS FORINFORMATIONAL PURPOSES ONLY.
