- Justification for other than Full and Open Competition(JOFOC) Fuel Oil for Kaibeto Boarding School 1.Agency Identification:Department of InteriorBureau of Indian Affairs Contracting Officer: Meridith Potts 703-390-6348 Requesting Program Personnel and Office:Ben Keith Facility ManagerKaibeto Boarding School928-673-3261 2.Nature/Description of Action: The Bureau of Indian Affairs Office of Indian Services submits justification for other than full and open competition to purchase fuel oil for the Kaibeto Boarding School. 3.Description of Supplies: 7500 Gallons of burner fuel. 4.Statutory Authority: 10 U.S.C. 2304 (c) (2) Unusual and compelling urgency. 5.A demonstration the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: Kaibeto Boarding School had run out of fuel oil for heating the facilities. Weather was extremely cold. Failure to immediately purchase fuel would have put student and faculty health and safety at risk and potentially caused damage to buildings if the plumbing pipes froze and burst. 6.Efforts to Obtain Additional Sources: Carter Oil Company is the only known company that would deliver to this remote location at short notice and accept US Government Purchase Orders. 7.Fair and Reasonable Cost: List price offered by reseller. 8.Market Research: n/a 9.Other facts supporting the use of this exception: n/a 10.List of Interested Sources: Carter Oil Company, 11.Steps to Foster Competition: A contract for routine deliveries of fuel oil will be solicited using full and open competition. 12.Contracting Officer's Certification: I certify that the facts and representations under my cognizance which are included in this justification are accurate and complete to the best of my knowledge and belief.
