Description
Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Boston Healthcare System, Center for Organization Leadership and Management Research (COLMR),intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, only one responsible source to Paraprofessional Health Institute. The agency intends to use PHI to provide training and guidance for Direct Care Workers training program. The VA intends Paraprofessional Health Institute (PHI) be contracted to provide their unique, evidence-supported training program to improve the supervision of direct care workers (DCWs) such as nursing assistants as well as related training for DCWs on communication skills. The expansion of this approach to more than 40 community long-term care organizations has been funded by both the Atlantic Philanthropies and the Hartford Foundation. The funding for this contract was approved and funded by the VA Health services Research and development (HSR&D) as an integral part of research study EDU 08-427 "Training and Coaching to Promote High Performance in VA". PHI services shall include: 3 days of train-the-trainer training for site liaisons, who will learn how to lead DCW training and 9 days of training for site liaisons to be trained and certified to deliver the Coaching Supervision training on an expanded basis once the research phase of the project is complete. The 9 days of Coaching Supervision training will be broken into 3 separate 3 day training sessions. A firm fixed price contract with no option years is anticipated and shall be awarded. The Government intends to award this contract to a small business. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement in a timely and cost effective manner. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any Small Business that believes it can meet these requirements and possesses relevant past experience and expertise may give written notice to the Contracting Officer within five (5) days from the synopsis publication date. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. This information can be emailed to Craig Toland at: craig.toland@va.gov. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses of this notice is solely within the discretion of the Government.
