- The National Institute of Standards and Technology (NIST) intends to negotiate with Fortune a division of Time, Inc, New York, New York on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a single source, to procure a full-page display advertisement in the March 22, 2010 issue of Fortune Magazine. Sole Source Justification - In the March 22, 2010 issue of Fortune Magazine, a special advertising section highlighting economic opportunities in Maryland is planned. Several NIST researchers are main contributors to the text portion of the Fortune Magazine supplement. Many other organizations based in Maryland, such as other federal facilities and universities, will be featured in the supplement text as well. The supplement is a special feature of this particular issue of Fortune and will not appear in any other business magazines. Therefore, Fortune is the sole source available for this service. NIST plans to purchase with a firm fixed price purchase order, a full page advertisement to appear within the pages of the Fortune magazine supplement. The advertisement will highlight NIST's presence in Maryland and is designed to inform technology-oriented businesses about NIST's facilities and cooperative research opportunities. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
