Description
The U.S. Coast Guard, Aviation Logistics Center (ALC), Engineering Service Division (ESD), Elizabeth City, NC, intends to competitively acquire engineering processes, technical and training support for the Coast Guard's logistics transformation effort and to sustain current users of the Asset Logistics Management Information System (ALMIS). Requirements exist for support services in the following locations: Aviation Logistics Center (ALC), Elizabeth City, NC, Surface Forces Logistics Center (SFLC) Baltimore, MD, and the Aviation Training Center (ATC) in Mobile, AL. Asset Logistics Management Information System (ALMIS) has long been employed by Coast Guard Air Stations as a means to track maintenance actions and operational data of Coast Guard aircraft; specifically the Electronic Asset Logbook (EAL) and Asset Computerized Maintenance System (ACMS) functions of the system. EAL and ACMS programs are vital to the logistical support of Coast Guard assets by; tracking usage rates, documenting scheduled and unscheduled maintenance, ensuring asset configuration integrity, and documenting operational data. Based upon the success of the system, the Logistics Transformation Program Integration Office (LTPIO) will be expanding the use of ALMIS to include all assets in the Coast Guard. The Decision Support System (DSS) is a module in ALMIS that provides; integrated help, web reports and Power Play Cubes. A cube is a file that is created by aggregating data along a number of dimensions and storing it in such a way that it can be accessed quickly. All the dimensions in this cube can be accessed and changed in a rapid manner. The data might be operational hours including dimensions such as time, unit, and asset number. Coast Guard active duty, government employees and some contractors located at Coast Guard Headquarter\Areas\Districts\Air Stations\Sectors\Groups\Units and Cutters must be trained to gain the ability to perform operational and maintenance data entry and analysis using ALMIS. IMPROTANT: The Coast Guard is not entertaining new software and/or hardware configuration. The anticipated release date for the Request for Proposed (RFP), HSCG38-10-R-500004 will be on or about the 11 February 2010 with an anticipated closing date and time for submission 10 March 2010 at 2:00 P.M. local time. The solicitation and all corresponding documents will be available at the Federal Business Opportunities (FBO) website. An award of a firm-fixed price IDIQ competitive contract to the offeror whose conformance to the RFP will be most advantageous to the government, price and other factors considered is anticipated. The Government intends to make a single award. The NAICS code for this acquisition is 518210, which has a small business size standard of $25M annual revenue. THIS PROCUREMENT IS 100% SET ASIDE FOR 8(a) CERTIFIED FIRMS SERVICED BY THE U.S. SMALL BUSINESS ADMINISTRATION 8(a) PROGRAM. Only 8(a) certified firms will be considered for award. The period of performance will be for a total of 3 years consisting of a one year-base period (01 April 2010 through 31 March 2011) followed two one-year option periods.
