- The Defense Threat Reduction Agency’s (DTRA) Defense Threat Reduction Information Analysis Center (DTRIAC) requires the transfer of acetate films to polyester based film and is seeking potential sources to satisfy a requirement for the transfer of approximately 10,000,000 feet of acetate film with sound (approximately 50% are CLASSIFIED and 50% UNCLASSIFIED), with some shrinking, some curling and some showing signs of vinegar syndrome, to polyester based stock as well as provide a digitized copy of the film in digibeta format. Films are to be preserved following National Archives and Records Administration standards. Period of performance is estimated at between 5 to 10 years. Deliverables would include 2 copies of a fully-timed, Next Best Generation, polyester, liquid gate preservation MASTER and 1 copy of a Digibeta in Standard Definition. Potential sources having the existing capability necessary to assist DTRA in satisfying the above requirements are invited to provide information demonstrating their capabilities. Information submitted should detail the organization’s experience and expertise in the areas identified above, to include details regarding potential key personnel and their qualifications. Responses shall also include the following information: company name, address, point of contact, telephone number, email address, business size and small business status (if applicable), teaming partners and/or major subcontractors. It is requested that capability statements be limited to ten pages in length (10 page size limit does not include title/cover page, table of content, tabs, dividers, glossaries or blank pages) using a font no less than Times New Roman, 12 point. Please submit responses (e-mail only), no later than January 22, 2010 to herbert.thompson@dtra.mil. This synopsis is for planning purposes only and does not constitute a request for proposal, and is not to be construed as a commitment by the government. As a result of questions submitted, the following additional information is provided. 1) Where is the film now? Stored at the Defense Threat Reduction Information Analysis Center (DTRIAC) on Kirtland Air Force Base, NM 2) Are any of the original dupe negatives, internegatives, and/or optical soundtracks still archived with the prints? Yes, there are also second and third generation prints available, as well as magnetic sound. 3) How much of the film is 16mm, how much is 35mm. 16mm - 8,979 (film records); 35mm - 3,446 (film records). 4) How has the "classified" lab work been done in the past? Not been done. Does that lab still exist? See previous question and response. 5) Could any of the inspection, repair work be done on site? Yes to inspection, No to repair unless any required equipment is brought in. 6) When do you expect this project to commence? Within 120 days of contract award.
