- Justification and Approval for other than full and open competition. This announcement is for informational purposes only. The Federal Bureau of Investigation intends to negotiate a contract on a sole source basis to Orator Plus, Inc., 24600 Silver Cloud Court, suite 104, Monterey, CA 93940, under the authority of FAR 6.302-1 for the SPIDR Panoramic Video Digital Camera System. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. North American Industry Classification System (NAICS) is 423410. A quote is being solicited under Solicitation No. LDQ002959. This will be a fixed price contract. Orator Plus, Inc. is currently the manufacturer and only seller of this item. This system is required in order to remain compatible with other FBI divisions who utilize this system for site surveys. This notice of intent is not a request for competitive proposals. If any interested party would like to be considered for award, please submit a written statement indicating your interest as well as a brief corporate capability that supports legal rights and unique technical qualifications and experience to fulfill this requirement by 3:00pm Wednesday, January 27, 2010 to Abigail Marr, Contracting Officer, at abigail.marr@ic.fbi.gov. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government.
