- RECOVERY - This Sources Sought notice is issued for informational and planning purposes only. Any acquisition that may result from this Sources Sought notice will be funded, in whole or in part by the American Recovery and Reinvestment Act of 2009 (ARRA). No Solicitation is currently available, and no unsolicited proposal will be entertained as a result of this notice. The North American Industry Classification System (NAICS) code for this requirement is 813920; the Small Business size standard is $7.0 million. Under Title XIII, Section 1305 of the Energy Independence and Security Act (EISA) of 2007, NIST has "primary responsibility to coordinate development of a framework that includes protocols and model standards for information management to achieve interoperability of Smart Grid devices and systems..." As part of that effort, the scope of this project consists of an end-to-end pricing system that integrates the wholesale location-based marginal price feeds from one or more ISO/RTOs through one or more utilities with retail price conversion. The breath of scope of this project will be dependent on available resources. The retail pricing will then be fed to a set of consumer Energy Service Interface (ESI) Gateways for monitoring and control. The price feed will be converted within the ESI Gateway into a form compatible with systems within a commercial and industrial facility. Wholesale pricing information is currently available from ISO's (i.e. New England ISO, Midwest ISO, New York ISO, PJM) as 5-minute LMP (location marginal price) values. Each location-based price is associated with a specific location code. The 5-minute LMP represents the wholesale energy price for the last or next 5-minute period. This information must be transformed into actionable pricing data. The purpose of this project is to validate and verify the NIST-sanctioned pricing information models and standards through the tangible demonstration and use of real-time price information flowing in the pricing supply chain. Primary objectives are to: 1. Identify and provide proposed solutions for specific roadblocks and obstacles that impede the use of real-time pricing in commercial and industrial applications; 2. Provide feedback to the NIST process and ongoing DOE and NIST projects in a timely manner; 3. Evaluate interoperability at all levels of the GridWise Architecture Counsel (GWAC) Sack; and 4. Provide input for the standardization of a commercial/industrial ESI Gateway. HOW TO RESPOND TO THIS SOURCE S SOUGHT NOTICE: On your cover sheet, state in the following order: Solicitation Number AMD-10-SS38 and title of the requirement; your company name, address, phone and fax number; the name, phone number, and title of a person to contact; DUN and Bradstreet number, and business size. Your documentation shall not exceed 20 double spaced, single sided pages, excluding the cover page. All pages shall be numbered. Include the following information in your documentation: 1. Description of each related project completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) A brief description of the technical requirements of that project; (b) The specific information on your company's previous experience in providing the type of services required by this announcement; and, (c) The name, address, point of contact and phone number of customer organization for which the work was done. 2. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov (This is not part of the 20 page limitation.) If so, please include a copy of your CCR. 3. Indicate whether you company has any GSA Schedule contracts for similar work. NIST encourages responses from all responsible sources, including but not limited to small businesses. Interested sources that believe they possess the capabilities necessary to undertake this project should submit an electronic copy of their capability statement, addressing the criteria identified above. Any proprietary information should be so marked. Written capability statements shall clearly and unambiguously demonstrate ability to perform work of the nature indentified in this notice.
