- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award both a brand name and sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." United States Central Command, (USCENTCOM), 947 Marina Bay Drive, Tampa, FL 33621, requires repair of thirty, (30), Secure Telephone Equipment, STE, devices. The 6th Contracting Squadron intends to make an award to L-3 Communications, 1 Federal Street, Camden, NJ 08103. Interested parties may e-mail Laverne.Astroth@macdill.af.mil or fax 813-828-5111, Attn: LaVerne Astroth, not later than Friday, 5 February 2010, 2:00 p.m. EST. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) L-3 Communications is the only certified National Security Agency, (NSA), authorized manufacturer and seller of this equipment. The STEs are certified as Type I by the NSA and repair can only be accomplished by L-3 as mandated by the National Security Agency. All DoD services and other Government agencies require the STE for secure communications. The cost to repair the STE is $800 each. The cost of a new STE is $3,095.00 each, which is $2,295.00 or 287% more than the cost of repair per STE.
