- Description
- Synopsis: The Air Force Flight Test Center (AFFTC) at Edwards AFB, CA intends to negotiate a sole-source Firm-Fixed Price contract for the purchase of one turnkey (complete, ready for use) high fidelity Joint STARS tactical avionics simulation system for use at Edwards AFB, CA. The delivered system shall include hardware, software, training, and a one-year of complete system (hardware and software) repair and maintenance support. The anticipated contract will be awarded to Northrop-Grumman Systems Corp Aerospace Systems - Melbourne, 2000 W. NASA Blvd., Melbourne, FL 32902. Market research was previously conducted and Source Sources Notice posted in FEDBIZOPP. This is not a request for competitive proposals and solicitation is not available. The Government has determined this is a sole-source requirement IAW FAR 6.302-1, Authority: 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The Center/MAJCOM Ombudsman is the Director of Contracting, AFFTC/PK, 5 S Wolfe Avenue, Edwards AFB, CA 93534-1185, phone number (661) 277-2006, facsimile number (661) 275-9606 and has been appointed to hear and facilitate resolution of concerns from offerors, or potential offerors, and others for this acquisition. The existence of the Ombudsmen does not affect the authority of the program manager, contracting officer, or source selection official. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
