- JUSTIFICATION FOR OTHER THAN FULL AND OPENCOMPETITION (or SOLE SOURCE) BACKGROUND: Onset Computer Corporation manufactures the data loggers that SWAN has been using to continuously monitor temperature and light intensity in SWAN lakes. These devices are used in the construction of temperature arrays, which are deployed year-round in lakes of high management concern. In 2010 we will deploy 3 additional temperature arrays. To remain consistent with data collection standard operating procedures, it is important to continue using the same brand of temperature and light sensor.1)FAR Statutory Authority cited: 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Onset Computer Corporation470 MacArthur Blvd Bourne, MA 025321.800.564.4377 2) Nature and description of the supplies or services required to meet the agency's needs: These temperature and light intensity data loggers are compact, programmable devices that can be deployed to collect continuous data under a wide temperature range and can be deployed to a depth of 120 m. These rugged devices require minimal effort to operate providing unattended data collection from a suite of lakes within SWAN.Costs:Water Temp Pro v1 logger - $110.00/unit (for purchases of more than 10 units)HOBO Temperature/ Light Pendant Data Logger - $51.00/unit (for purchases of more than 10 units)Waterproof shuttle - $230.00 - portable shuttle for downloading data remotely. Onset Computer Corporation processes orders quickly and reliably and provides excellent customer service. Online orders are processed and received within 2 weeks. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): SWAN has been using Onset HOBO data loggers for 4 years. We have invested in the software and communication devices required to operate these data loggers, and invested significant time developing SOPs for operating these data loggers. Therefore, the most cost-effective option is to continue with Onset data loggers. While other manufacturers exist, the device specifications differ and would require additional software and communication investments as well as additional field time to collect comparative data from devices of different manufacturers. These data logger designs do not met the needs of the SWAN program for efficient data collection across a wide range of environmental factors. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Onset Computer Corporation manufactures the industry standard in waterproof data loggers. They provide a variety of models economically priced to meet environmental research and monitoring needs and are widely used throughout the NPS for monitoring. While other types of data loggers exist - they do not meet the requirements for deployment under a wide range of environmental conditions. 5) Any other facts supporting the use of other than full and open competition: SWAN has purchased Onset data loggers annually for the 4 years using micro-purchase authority. Prior purchases remained within the micro-purchase authority as SWAN expanded lake monitoring incrementally. In 2010, lake monitoring will expand significantly requiring a larger equipment inventory to carry out the planned monitoring. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers for competition before any subsequent acquisition for the supplies or services required: To date, no known competitors exist for data loggers that meet our specifications.
